We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.Role Overview:Are you passionate about protecting air quality and ensuring environmental compliance? We’re seeking a detail-driven and mission-focused professional to join our regulatory enforcement team as a senior enforcement case manager in the Office of Air Quality. In this role, you will investigate referred air quality violations, manage enforcement actions, and collaborate with legal, technical, and community stakeholders to uphold environmental standards. You’ll be at the forefront of safeguarding public health and the environment by ensuring that industries and facilities operate within the bounds of federal and state air regulations. This position demands a sharp analytical mind, strong communication skills, and a commitment to justice and transparency.Key skills we are looking for include:
  • Regulatory Knowledge & Compliance Analysis: Deep understanding of Clean Air Act provisions, permitting processes, and enforcement protocols. Ability to interpret complex environmental regulations and apply them to real-world cases.
  • Case Management & Investigative Skills: Experience managing enforcement cases from initiation to resolution, including evidence gathering, documentation, and coordination with legal teams.
  • Stakeholder Communication & Negotiation: Strong written and verbal communication skills to engage with regulated entities, legal counsel, and representatives of the regulated community are expected along with the ability to negotiate settlements and present findings clearly and persuasively.
Salary Statement:The salary for this position traditionally starts at $59,800.00 but may be commensurate with education or work experience.Essential Duties/Responsibilities:
  • Conduct enforcement activities to return sources to compliance, and impose appropriate penalties for their noncompliance, which may include:
  • Reviews enforcement referrals for sufficiency of evidence of violation (interprets state and federal air pollution control laws and regulations)
  • Gathers additional evidence through research, or works with other staff to actively find evidence as necessary
  • Serves as IDEM point person to discuss violation and evidence with noncompliant source
  • Recommends appropriate enforcement action to address noncompliance consistent with IDEM, OAQ, and Branch policies, guidance, and SOPs.
  • Negotiates settlement of enforcement cases with noncompliant sources
  • Drafts detailed briefing memos, and legal documents including Violation Letters, Notices of Violation, Proposed Agreed Orders, and Commissioner’s Orders
  • Communicate, coordinate, and consult with USEPA, federal, state, and local agencies, regulated entities, consultants, attorneys, associations, individuals, local health and fire departments, and community organizations to address compliance and enforcement issues.
  • Review technical reports including quarterly emission reports, annual compliance certifications and notifications, air permits, and enforcement referrals from other programs for impact on enforcement referrals
  • Enter and maintain data in appropriate Branch and agency databases.
  • Interpret state and federal laws, rules, and regulations governing air pollution and air pollution control.
  • Maintain a broad and extensive knowledge of assigned areas of expertise including NSPS, MACTs, NESHAPs, industrial and manufacturing sectors, state regulations, and the enforcement process.
  • Serve as an expert technical resource for the agency and Branch in the assigned areas of expertise. Provides mentoring and training in the assigned areas of expertise to other agency, Branch and regional office staff.
  • Represents the interests of the OAQ and Branch on national workgroups and associations to facilitate communication between the state, USEPA, and regulated entities and provide comments on national program and policy guidance documents, as appropriate.
  • Conduct special projects and other duties, as assigned.
Job Requirements:
  • Apply broad and extensive knowledge of federal, state, and local laws, rules, and regulations related to air pollution and air pollution control to manage enforcement referrals, identify noncompliance, and propose appropriate enforcement action based on agency and Branch policies, guidance, and SOPs.
  • Maintain thorough knowledge of enforcement procedures and a working knowledge of inspection and investigation procedures.
  • Manage enforcement referrals to obtain compliance of regulated entities consistent with state and federal laws, rules, regulations, permits, agency and Branch policies, guidance, and SOPs.
  • Review evidence and recommend an appropriate course of action to address noncompliance, violations, or other compliance issues.
  • Maintain and apply negotiation skills to engage regulated entities, consultants, attorneys, associations, individuals, and community organizations to resolve noncompliance.
  • Provide mentoring and training in the assigned areas of expertise to other agency, Branch, and regional office staff.
  • Maintain a working knowledge of IDEM organizations, function, policies, and procedures as they relate to pertinent air compliance and enforcement program areas.
  • Maintain working knowledge of basic computer skills including word processing, spreadsheet manipulation, and database management.
  • Attend and successfully complete an initial visible emissions evaluation (USEPA Method 9) certification course and maintain a current certification.
  • Attend and successfully complete an initial health and safety training course. Complete annual refresher trainings and medical monitoring.
  • Maintain a valid Indiana Driver’s License.
