- The Senior Program Analyst analyzes program and support requirements, program schedules and performs other related management tasks in support of FMS pre-case, case execution, reconciliation and case closure activities.
- They oversee assigned program activities in support of the Program/Case Manager. Participate in meetings to support program objectives and represents the Program/Case Manager.
- They perform initial assessments and provide recommendations on the tailoring of country specific needs.
- They provide analysis for acquisitions and procurements, support equipment, publications, training, software and transportation requirements. Coordinate prospective changes to aircraft/avionics/weapons/support equipment quantities and operating aircraft.
- Tracks/manages multiple training devices both delivered OCONUS and in development CONUS.
- Develops Statements of Work (SOWs) and Contract Data Requirements Lists (CDRLs).
- Updates and inputs Government Furnished Property (GFP) tracking into the Procurement Integrated Enterprise Environment (PIEE) tool.
- Participate in program and technical reviews
- Prepare and review program management and technical briefings in support of the Case Manager.
- Candidate must be comfortable and confident with facilitating/leading formal meetings
- Candidate must have experience with Microsoft Office to include word, PowerPoint and Excel.
- Candidate must have strong analytical skills and be comfortable working independently
- An understanding of the Foreign Disclosure Office (FDO) policies is desired
- At least ten (10) years’ experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management. FMS experience is desired.
- Performs all functional duties independently.
- Oversees the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
- Demonstrated experience in the program/project status and schedules.
- Demonstrated knowledge of SECNAV, OPNAV and OSD forms related to Planning, Programming, and Budgeting System (PPBS), Military Interdepartmental Procurement
- Requests, Work requests, Requisitions, Contract Data Requirements List (CDRL), and DD 254. Demonstrated experience in the program/project status, earned value management and schedules.
- Desired Experience: Specific knowledge of DOD Security Assistance Programs (SAP) policies and procedures relating to FMS, V-22 and/or Navy or USAF airborne weapon systems.
- Master of Arts OR Master of Science Degree
- Allowable Substitutions: A bachelor’s degree and an additional four (4) years of experience; OR an associate’s degree and an additional eight (8) years of experience OR a High School diploma and an additional ten (10) years of experience.
