The Executive Director will be responsible for overseeing the safety, maintenance and the day to day functions of the Central Energy Plant and Physical Plant Operations to ensure quality service for both internal and external customers of the University of Miami Medical Campus and outlying health care Satellites. The Executive Director for Facilities Operations and Maintenance reports to the Assistant Vice President, Facilities Operations and Maintenance for the University of Miami Health System and Miller School of Medicine. Specific Job Duties and Responsibilities: Strategic Planning and Operational Effectiveness Work with the Assistant Vice President Facilities and Operations and Maintenance to establish short- and long-term departmental goals, objectives, strategic plans, policies, and procedures. Monitor and evaluate program effectiveness and implement improvements.Core ResponsibilitiesAdvises appropriate managing staff of short- and long-term changes necessary to keep facilities in physical compliance with regulatory demands.Maintains documentation in proper order for state and local regulatory inspections.Advances and enforces operational procedures and best practices, ensuring staff compliance.Ensures all work areas meet quality, safety, and compliance standards.Ensures internal control oversight and compliance with laws and regulations, safeguarding of assets, compliance with University policies and procedures, reliability of internal and external reporting, and efficiency and effectiveness of operations. Creates an effective control environment, conducts risk assessment, implements and monitors controls.Department Specific FunctionsThis position provides leadership and management responsibility over facilities operations and maintenance for medical education and research facilities on the Medical Campus in downtown Miami. Oversee approximately 25 employees and various contractors in supporting roughly 1.8 million square feet. This position is essential and considered a tier 1 position under the University Declared Emergency, Employee Responsibilities, and Compensation Policy. This position will adhere to the University’s DIRRECT values (Diversity, Integrity, Responsibility, Excellence, Compassion, Creativity & Teamwork) with always keeping the University’s mission in the forefront - “At the U, we transform lives through teaching, research, and service”.Facility Maintenance and OperationsPlan, organize, and manage maintenance, repairs, and physical operations of hospital facilities and offsite buildings related to utilities.Implement process improvements to reduce costs and improve response time.Evaluate, develop, and implement policies, goals, objectives, and standards of work performance for the maintenance and repair of non-patient care equipment, buildings, and building systems (such as air conditioning, heating, steam, hot water, plumbing, electricity, elevators, and building envelopes). Ensure uninterrupted utility services to all University of Miami Miller School of Medicine facilities, including emergency power from the plant.Preventive Maintenance ProgramManage and improve operations and maintenance with best-in-class practices, including quality control, routine maintenance checks, and most efficient/effective maintenance approaches.Implement preventive maintenance programs to reduce purchase service spending and maintain building infrastructure.Facilities Work ControlOversee facilities work control, focusing on process improvement and leveraging technology.Conduct routine inspections and meet with campus stakeholders to uphold high maintenance standards.Ensure active, routine communications with key stakeholders on work order status and close out.Strategic Reinvestment and Condition AssessmentCollaborate with Facilities, Operations and Planning leaders in maintaining an accurate and current facilities assessment database and in executing Core Infrastructure reinvestment projects to ensure stability of operationally critical buildings.Prepare reports as needed on university health system and medical education/research conditions and needs.Robust ProcurementIn coordination with University Supply Chain, ensure fair and open bidding processes, conduct bid reviews, recommend awards, and oversee testing, acceptance, and inspection of building system equipment, repairs, and services.Ensure compliance with specifications and cost controls.Regulatory Agency ComplianceEnsure compliance with OSHA, fire codes, city ordinances, ADA, and other regulatory requirements and enforce compliance with Facilities Operations & Maintenance team.Coordinate and ensure compliance with facility and life safety requirements set by the Joint Commission, CMS, state, and other regulatory agencies.Manage all inspections, maintenance, policies, and documentation, including life safety measures across health system and school of medicine/research facilities.Emergency PreparednessMaintain high levels of emergency preparedness and actively participate in all facilities-related emergency response situations, training, and exercises.Ensure familiarity with Business Continuity plans for applicable buildings within span of responsibility.Best Practices and Standard Operating ProceduresEstablish and maintain best practices and standard operating procedures for regulatory compliance, quality control, operations & maintenance, asset management, personnel, safety, energy initiatives, and financial management.Create and maintain manuals for these practices.Collaboration and TeamworkWork with project managers, engineers, contractors, and other stakeholders to plan for existing and new facilities, ensuring maintainability and alignment with departmental standards.Actively collaborate with leaders across Facilities, Operations & Planning departments as needed to ensure an aligned team approach in daily operations and problem solving.Maintain high standards in customer service, utility notifications, and daily operations.Leadership and Staff DevelopmentLead and develop a skilled team staff through people management activities, including hiring, separation of employment, ongoing development, and performance management.Supervise management reporting, delegate operational responsibilities, and oversee staff, including skilled maintenance personnel and administrative support.Departmental Culture and Priorities Maintain a departmental culture of trust, respect, loyalty, and high-reliability principles. Ensure the team remains focused on top priorities: service, people, and qualityThis list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities as necessary.CORE QUALIFICATIONSBachelor’s Degree in relevant field required, Master’s Degree in relevant field preferredMinimum 10 years of relevant experienceKnowledge, Skills and Attitudes:Extensive knowledge of facilities planning, capital and operating budget development, facilities operations and maintenance, and/or facilities management in an academic health settingKnowledge of automatic transfer switches and controls necessary to integrate transfer switches with switchgear systems.
