Other applicants will not be considered.DutiesServes as faculty member and functions as authoritative instructor, senior instructional specialist, project lead and/or co-lead, senior instructor and/or primary instruction specialist in two or more of the functional areas of Installation Management Command; Family and Morale, Welfare, and Recreation (MWR); or Family Support programs for the MG Robert M. Joyce School for Family and MWR: Business; Child & Youth; Recreation; Resource Management, and Support Services. Provides effective training, performance support, and career planning. Designs, develops, and instructs residential and virtual classroom, and web-based baccalaureate level courses. Carries out assignments to completion without technical review assuring that the objectives of the overall training program are met. Provides oversight, direction, and/or guidance to lower level instructors.Utilizes a specialized knowledge of the methods and techniques of instruction and possesses an advanced knowledge of the subject-matter taught/instructed to include its principles and theories, trade knowledge, techniques, methods of operation, and governing regulations and guidelines to conduct training of courses concerned with programs. Analyzes target audience, designs, develops, and evaluates lesson plans to facilitate instruction. The instructor-led training phase consists of small and large group discussions, practical exercises, games, simulations, lectures, demonstrations, laboratories, and oral and written examinations, and critiques. The web-based training phase consists of determining appropriate instructional techniques such as self-paced, collaboration, scenarios, simulation, synchronous, asynchronous, and job aids; and using present-day technology to accomplish assignments that support learning. Measures student progress through review of test scores. Maintains records of training scheduled and accomplished IAW regulatory guidance. Recommends rotation of students or release of students when work is not satisfactory.Independently develops, modifies and updates lesson plans and courses pertaining to the subject matter taught. Devises and develops changes to instructional techniques and methodology to meet learning needs of students. Determines appropriate instructional techniques such as conference, demonstration, lecture, or self-paced learning programs, on-line instruction, and job aids. Develops methods of recording and measuring student progress. Conducts surveys to determine an organization's training needs.Works independently to provide broad design objectives, generalized priorities, and resource requirements and exercise professional skill and judgment. Determines program needs/requirements, objectives, processes, and methods. Routinely identifies need for new program objectives, research, and curriculum development. Identifies areas for further research, plans and implements research, proactively resolves problems, and develops unique methods of instruction. Continually review developments in the fields of education, training, and professional development to determine implications for current and future instructional programs.May be required to supervise an assigned staff. QualificationsQUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.Bachelor's degree or higher that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, i.e., business, childhood education, recreation, marketing, management, finance, sociology, etc. OR Combination of education and experience - courses equivalent to a major in education (24 semester hours), or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.In addition to education, candidates must also possess the following:Progressive work experience that demonstrates a specialized in-depth knowledge of Family and MWR Program Management, and of the methods and techniques of instruction. Preferred are those with in-depth knowledge in instructional design methods, practices and programs grounded in learning theory. Work experience must be equivalent in complexity, difficulty and responsibility to the next lower pay band level. Candidates must possess a comprehensive and practical knowledge of the Family and MWR functional areas associated with the training assignments (Business, Child and Youth Services, Army Community Service, NAF Support Services/Financial Management, and/or Recreation programs).Possess demonstrated work experience with Family and MWR management information systems (MIS), budgeting, financial management, personnel management, and technological changes/new developments.Possess demonstrated work experience in Family and MWR programs at the region or headquarters level or as a garrison Family and MWR Program Manager, Division Chief or Director of Family and MWR.Possess demonstrated knowledge of regulations, policies, and procedures governing Family and MWR operations.All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.HIGHLY QUALIFYING CRITERIA:
Demonstrated installation-level management experience for at least two years as an FMWR Division Chief for Business Operations (BOD), Community Recreation (CRD), Business/Recreation (BRD), NAF Support Services (NSS), Child and Youth Services (CYS) Coordinator, or Army Community Service (ACS) Director
