- Develop and administers corporate policies and procedures to ensure compliance with regulatory requirements and overall organizational business needs
- Delegate full authority for overseeing/directing multiple functional activities in area of responsibility, (operates autonomously but in way that is integrative with overall direction/strategy)
- Take substantial leadership for development/oversight of third party relationships necessary to support delivery of quality facility maintenance services and/or property leases through contract negotiation and periodic performance monitoring and on-going relationship development
- Ensure timely and cost effective maintenance of facilities and services through lower-level manager, professional and non-exempt staff
- Prepare a submission of summaries and reports to appropriate external agencies and organizations as required
- Be responsible for the preparation and administration of the annual operating budget
- Be responsible for the development and execution of the strategic real estate plan that may include acquisitions, lease and property sales negotiations, building improvement and relocation projects
- Be responsible for developing and managing an annual operating budget in excess of $40M. Prepare financial performance summaries and mitigation strategies to meet targets. Will have direct oversight for policies and standards for real estate, security and the facility management function that support industry best practices
- Be responsible for the selection of third-party relationships necessary to the delivery of quality services through contracted work

- Be responsible for creating department workforce and staffing plans to ensure availability of human capital necessary to accomplish company business objectives
- Be responsible for developing and leading a high-performing team; building a strong succession plan. Managing exempt and non-exempt direct reports; identifying staffing needs and objectives, training, and development, conducting performance reviews and preparing written evaluations
- Have regular travel to Blue Shield/ Promise locations. Available for extended work schedule dependent on business recovery activities during a disruptive event
- Requires a college degree or equivalent experience
- Requires a minimum 10 years of prior relevant experience, including 6 years of management experience
- Requires broad management knowledge to lead project teams in one department/function or large centralized function
- Requires mastery level knowledge and skills within a corporate real estate discipline with broad understanding of other areas within the facility management job function
- Requires business acumen, strategic thinking, financial analytical skills and decision-making skills
- Requires in-depth knowledge of Blue Shield of California's mission, vision and strategy and healthcare industry environment.
- Requires excellent verbal and written communication. Must be a focused and influential change leader
- Requires budgetary accountability, financial planning and analytical skills as related to capital and operations budgets. Ability to prepare executive level summaries for financial comparison and performance
- Requires experience in negotiating contracts with external suppliers and creating successful service level agreements with internal business partners
- Requires the ability to read and understand construction documents to include blueprints. Understand building systems to deliver optimal operating performance of the assets
- Requires mastery level knowledge and skills within the corporate real estate discipline to include strategy planning, execution, transaction work. Broad understanding of areas within the facility management function, including food service and mail services
