An Equal Opportunity Employer JOB SUMMARY:Responsible for the continuous monitoring and control of movement within the Pulaski County Regional Detention Facility to ensure the safety and security of staff, inmates, visitors, and facilities. ESSENTIAL JOB FUNCTIONS: Monitors and controls movement within the detention facility by continuously observing cameras within central control; opens and closes doors remotely for authorized personnel as needed.Conducts thorough searches of all bags and personal belongings brought in or out of the detention facility to ensure compliance with policies and procedures.Utilizes body scanner and hand-held metal detection equipment to scan all individuals entering the detention facility; follows departmental policy and procedures to ensure the safety of inmates and staff within the facility. Receives calls and provides information on inmates and jail policies and procedures to law enforcement, court staff, or the general public; transfers callers as appropriate. Monitors communications within the detention facility using the intercom system or hand-held radios; responds to access requests or communicates security issues. Observes and responds to unauthorized movement within the facility using voice commands via intercom; dispatches officers to designated locations as needed.Responds to emergency situations using the public address system, radio communications devices, and telephones; dispatches internal emergency assistance or requests outside emergency assistance as needed. Maintains a log of all incidents and emergency occurrences within the facility.Monitors door, fire, and emergency alarms; identifies the type of alarm and responds according to departmental policies and procedures.Utilizes cameras and radios to verify individuals requesting access to the sallyport; upon verification, allows or denies entry. Maintains a computerized log of personnel on duty, all breaks taken, and the relief personnel for each shift. Ensures the computerized roster of inmates housed within the facility is accurate each shift; enters movement to/from the facility as needed. Coordinates with deputies to complete inmate headcounts three times each shift; verifies totals provided by deputies against inmate roster to ensure accuracy; requests recounts as needed.Maintains and utilizes facility blueprints as required in emergency situations, i.e. evacuation systems and routes. Manages and maintains the key lockbox, including duplicate, operational, and emergency key sets; conducts key inventory at the start and end of each shift; documents the issuance and return of all facility keys during shift. Receives non-emergency calls from the public; gathers information to dispatch the appropriate response within the units.Connects callers to the appropriate person or office as necessary; may dispatch deputies as the need arises. Enters data on each call into the computer, recording the time the call was received, location of the incident, type code, time unit arrived on scene, time unit completes action, disposition code, any other units that responded, and any other data directed by supervisor. Utilizes Arkansas Crime Information Center (ACIC) or National Crime Information Center (NCIC) to conduct warrant checks as requested by patrol officers. Enters stolen property or vehicles, missing person information, and warrants served into the ACIC/NCIC terminal; maintains data entry cards in the appropriate card files; removes information as requested or necessary. Assists citizens visiting the Sheriffs Department after hours with the completion of incident reports. Monitors the location and status of deputies within the units; verifies coverage of units for deputies requesting off-duty status. Locates outstanding warrants, protection orders, and domestic abuse orders in files; verifies active status for all local law enforcement agencies. Utilizes the ACIC/NCIC terminal to send and receive messages from other law enforcement agencies or court staff. Ensures necessary staff or agencies are informed in emergency situations or severe weather conditions. Operates mobile communications command posts at major emergency sites as required. Testifies in court as necessary in response to communication data. Monitors the tape recorder and ensures proper maintenance; resets the machine as needed. Assists Enforcement Clerks with establishing and maintaining warrant files for active warrants.Receives felony and misdemeanor warrants and speed letters; applies appropriate date/time stamp upon receipt. Ensures felony and misdemeanor warrants are entered into the ACIC/NCIC and Zuercher databases; verifies supporting documents are attached as needed; files warrants in active file upon entering into the database. Processes Arrest Disposition Reports (ADRs) received from the detention facility; clears warrants served from ACIC/NCIC, Zuercher, and other applicable databases. Reviews and updates information in the National Incident-Based Reporting System (NIBRS) and makes any necessary recommendations to the Uniform Crime Reporting Program (UCR) for the Federal Bureau of Investigations (FBI). Conducts monthly audits and validates information on active warrants as required by ACIC/NCIC. SECONDARY DUTIES AND RESPONSIBILITIES: Performs other related duties as required. PERSONNEL SUPERVISED: None. WORKING CONDITIONS:Work is performed indoors in a smoking-restricted environment on a variable shift basis, and shift assignments may change as needed. MINIMUM QUALIFICATIONS: REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES: Considerable knowledge of federal, state, and local statutes, ordinances, and regulations of the detention of inmates. Considerable knowledge of policies and procedures for detention facility security. Considerable knowledge of operating procedures and governmental regulations for telecommunication and radio equipment. Good knowledge of enforcement procedures, legal record-keeping requirements, and processing procedures for court-issued papers, warrants, arrest reports, and criminal records.Good knowledge of the classifications of crimes utilized in the Uniform Crime Reporting Program (UCR). Ability to communicate tactfully and effectively with members of the public, other County employees, and employees of other agencies.Ability to obtain critical information from staff reporting emergency situations.Ability to maintain concentration when viewing cameras or monitoring radio traffic despite distractions caused by other calls or conversations.Ability to analyze emergency situations to quickly determine priority and appropriate course of action.Ability to complete and maintain detailed and
accurate reports, documents, and similar records. Ability to remain calm and exercise effective judgment in stressful and/or emergency situations.Ability to work a flexible rotating shift schedule, including weekends and holidays.Ability to attend work regularly and reliably. Ability to exercise effective judgment in stressful situations. Ability to monitor and operate a variety of detection devices and equipment. PHYSICAL REQUIREMENTS: Visual acuity is sufficient for behavior observation, in person and on monitors, and daily use of computer screens. Digital dexterity is necessary for the operation of the keyboard, push-button control board, and communication equipment. Hearing acuity is sufficient to communicate under emergency and routine conditions via radio or intercom and detection of various alarm sounds. Capability of sitting for extended periods of time.Ability to speak in a clear, articulate manner.Ability to work in a constant state of alertness and in a safe manner.Ability to concentrate for long periods of time. EDUCATION AND EXPERIENCE: Graduation from high school or GED equivalency; some experience with the operation of radio communication equipment, dispatching services, answering emergency calls or related areas; or any equivalent combination of experience and training that provides the required skills, knowledge, and abilities.
