Job OverviewThe EMCS Supervisor is responsible for overseeing the operation, monitoring, and maintenance of automated building and utility systems across the installation through the Energy Management and Control System (EMCS). This position ensures reliable performance of the base-wide control infrastructure, supports HVAC system functionality, and plays a critical role in identifying and implementing energy conservation strategies. The incumbent manages a dedicated shop tasked with system monitoring, alarm processing, database archiving, and technical support for field operations.In addition to EMCS oversight, the EMCS Supervisor also provides full-spectrum project management support for facility and infrastructure projects. This includes planning, coordinating, and executing construction and maintenance activities to ensure alignment with performance objectives, budget constraints, and customer requirements. The supervisor works closely with CE shops, subcontractors, and Government stakeholders to ensure successful project delivery with minimal disruption to base operations.The role includes the evaluation of system trends and diagnostics, development of corrective action plans, and coordination of repair activities in response to system-generated alarms. The EMCS Supervisor provides after-hours support to Civil Engineering (CE) Customer Service by capturing work requirements and ensuring accurate entry into CEMS systems. This position also assists the Program Manager by offering technical and managerial oversight, acting as the primary interface with customer Project Managers to guide project execution from conceptual development through closeout.This is a leadership position requiring strong technical knowledge of building automation systems, HVAC operations, and energy management, combined with the ability to effectively manage personnel, resources, subcontractors, and multiple concurrent projects in a highly regulated environment.Work Model: Onsite
ResponsibilitiesEssential Duties & Job Functions:
- Supervises the activities of shop employees.
- Monitors employees’ work to ensure compliance with specifications and that work is progressing at a satisfactory rate.
- Reviews performance of employees and requests/recommends personnel changes.
- Reviews scheduled jobs for efficient labor utilization and production schedules.
- Establishes work procedures and assigns duties to employees to ensure schedules are met.
- Interprets specifications, blue prints and job orders for employees and assists/supports with setup as required.
- Conducts project site visits and develops detailed project notes reflecting necessary project performance requirements.
- Continually reviews project status with customer, subcontractors, and suppliers to resolve any problems regarding safety, design, quality, scheduling, profitability, or other related issues.
- Plans, organizes, coordinates, directs and controls all construction activities for assigned projects in a manner such that there is minimal interruption to the customer’s operation/employees to meet or exceed industry quality workmanship standards.
- Reviews plans, specifications, drawings and cost estimates to identify and correct any errors, omissions, code violations or potential project inadequacies for review/correction.
- Diligently prioritizes projects based on customer needs and changing conditions.
- Develops scope of work and scheduling documents for construction projects in accordance with customer requirements, pre-bid walkouts, and specifications.
- Actively works with subcontractors to ensure adherence to project schedule by reviewing resources, material/equipment lead times and other applicable project constraints.
- Plan, organize, direct and evaluate the work of contractors. Inspect projects and evaluate the adequacy of work performed.
- Provides day-to-day coordination of projects during inception, execution and closeout to include defining work activities, performance, evaluating workmanship/deliverables, and final acceptance.
- Develops technical Statement of Work (SOW) and Responses for Proposal (RFP) packages. Each SOW shall outline, at a minimum, the work to be performed, location of work, period of performance, deliverable schedule, applicable standards, acceptance criteria, safety parameters, relevant FAR clauses and any other special requirements (i.e., security clearances, travel, special knowledge, etc.). The SOW determination must align with local, state and federal laws pertaining to labor structures such as DBA and performance work statement limits.
- Works directly with Procurement to evaluate subcontractor proposals, bids and/or contracts, as necessary, according to established procurement policies and guidelines. Arranges site visits with contractors for RFP distribution and all activities in coordination with the Procurement team.
- Develops timelines and budgets for each project. Track schedules and manage project financials.
- Reviews plans, specifications, drawings and cost estimates to identify and correct any errors, omissions, code violations or potential inadequacies for review and/or correction.
- Review all site work to verify compliance in accordance with applicable plans and procedures.
- Ensure records are maintained of all Permits/Licenses/Certifications, and ensure operator certifications are current to operate respective equipment/machinery.
- Negotiates subcontract pricing with potential subcontractor during the bidding phase and on all change orders.
- Fully responsible for turnkey construction project and activity compliance including but not limited to security, quality, safety, environmental, workmanship, schedules, costs, customer correspondence, materials procurement, access, staging, temporary utilities, submittals, RFIs, and change orders.
- Perform routine field inspections to ensure compliance.
- Regularly attends weekly project status meetings with Chugach and subcontractor personnel. Prepared to report on project projections, project constraints and data requirements for project tracking purposes.
- Generates receiving reports and collects project closeout documents such as red line drawings, signed completed punch lists, release of claims, asset information, and warranties.
- Completes subcontractor performance evaluations.
- Sets priorities within the project and manages all job milestones and schedules.
- Recommends measures to improve production methods, equipment performance and quality of product.
- Provides inventory and departmental status advice to higher management.
- Maintains the highest level of customer relations.
- Completes all administrative activities pertaining to the job in a timely manner.
- Attends all meetings as required.
- Ensures environmental and safety requirements are adhered to.
- Tests and reviews all QA documentation for Quality Assurance on quality issues.
- Provides resolutions for customers and clients.
- Performs other related work as assigned.

- High School diploma or equivalent.
- Excellent verbal and written communication skills.
- Fulfilled duties as EMCS Systems Manager or Supervisor for at least three (3) years.
- Understanding of Government contracts, correspondence, reports and records.
- HVAC field experience with comprehensive knowledge of Environmental Control Systems (ECS) and HVAC systems.
- Received Technical Training Certifications from Johnson and Siemens Control Systems and understand EMCS operations.
- Ability to successfully pass any background checks and/or drug testing required on the contract
- Direct experience managing construction projects/activities to include oversight of construction resources construction personnel, monitoring/controlling cost and providing professional customer support.
- Strong working knowledge of creating/implementing managerial techniques to trend and report project status/progress.
- Good understanding of Government construction contracting.
- Sound working knowledge of Federal, State and local construction safety and environmental regulations.
- Experience estimating and managing construction contracts ranging in size.
- Ability to read and interpret construction specifications and blueprints.
- Additional training in EMCS Operator, EMCS, and associated Technical Training courses.
- Being onsite during normal business hours and the being able to report back within two hours after the Government’s normal working hours.
