Koniag IT Systems, a Koniag Government Services company, is seeking a Continuity of Operations (COOP) Management Specialist with a TS/SCI clearance to support KITS and our government customer in Falls Church, VA.We offer competitive compensation and an extraordinary benefits package including health, dental and vision insurance, 401K with company matching, flexible spending accounts, paid holidays, three weeks paid time off, and more.Koniag IT Systems currently has an opening for a Continuity of Operations (COOP) Management Specialist supporting the Chief Digital and Artificial Intelligence Office (CDAO) in the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Develop, review, and update COOP plans, procedures, and policies.
  • Develop and maintain comprehensive and executable COOP plans that meet the requirements of DODI 3020.26 and other relevant guidance.
  • Develop and deliver COOP training programs for personnel at all levels. Develop and deliver effective COOP training programs that prepare personnel to execute COOP plans.
  • Plan, coordinate, and execute Testing, Training, and Exercises (TT&E) activities to validate COOP plans and procedures.
  • Provide support during actual COOP activations
  • Assist with overall COOP program management, including documentation, reporting, and compliance.
  • Conduct a comprehensive review of the CDAO's current COOP plan and identify areas for improvement based on DODI 3020.26 and best practices.
  • Develop and deliver COOP awareness training program to all appropriate CDAO personnel.
  • Facilitate tabletop exercises to validate the COOP plan's effectiveness.
  • Develop a COOP activation checklist for key personnel
  • Assist in the development of a COOP Communications plan
  • Provide recommendations for improving the CDAO alternate work site capabilities
  • Develop a plan for ensuring the continuity of essential IT systems.
  • Conduct a risk assessment to identify potential threats to the CDAO's essential functions.
  • Assist in the development of a devolution plan.
  • Develop and maintain a COOP resource database
  • Assist the OCDAO Lead in developing, coordinating, and maintaining COOP plans for CDAO functions across the CDAO.
  • Support coordination of COOP exercises and training
Preferred Qualifications:
  • Minimum 2 years of experience in Homeland Security, Continuity of Operations (COOP), and Exercise Planning.
  • At least 4 years of hands-on experience in exercise planning and implementation.
  • Bachelor's degree
  • Proficiency in developing and executing Homeland Security Exercise and Evaluation Program-compliant exercises and documentation.
  • Strong knowledge of:
  • Federal Continuity Directives (FCD) such as Presidential Policy Directive-40 (PPD-40) (including its annexes), E.O. 13961, DODI 3020.26, and the Federal Mission Resilience Strategy
  • National Response Framework (NRF)
  • National Incident Management System (NIMS)
  • Advanced skills in:
  • Microsoft Office Suite (Word, Excel, PowerPoint)
  • SharePoint development
  • Writing, editing, and managing databases and lists
  • Excellent analytical, problem-solving, organizational, and time-management abilities.
  • Exceptional written and verbal communication skills.
  • Helpful Certifications:
  • Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM)
  • Professional Continuity Practitioner (PCP) or Master Continuity Practitioner (MCP)
  • Master Exercise Practitioner (MEP)
Requirement:
  • Must have a Top-Secret Security Clearance with SCI eligibility.
