The Reporting and Analytics Team and the Program Evaluation Team are key teams in California Connected, the state’s COVID-19 contact tracing program. The Epidemiology (Epi) Evaluation Specialist works across both of these teams to link performance measures (PMs) to reports required by the Centers for Disease Control and Prevention (CDC) and the California Department of Public Health (CDPH).

Under general supervision within the Reporting and Analytics Team in the California Connected project, the Epi Evaluation Specialist functions independently and uses a high degree of technical expertise to implement reporting and analytics based on public health surveillance data. Responsibilities include planning, data analysis and visualization, communication, technical documentation, evaluation, and data management related to the CalCONNECT platform, which is used for case investigation and contact tracing in California. The incumbent analyzes and summarizes key PM results for California Connected and CDPH leadership, including in reports and on a public-facing dashboard. The Epi Evaluation Specialist functions as a subject matter expert in CalCONNECT PMs, and how they are populated using CalCONNECT data and local data sources. The incumbent is responsible for creating and maintaining PM calculations, codebooks, FAQs, and other documentation related to analysis and quality control. The Epi Evaluation Specialist develops, tests and problem-solves reporting functionality for dashboards and metrics. The incumbent works closely with stakeholders to assess, communicate, and operationalize needed changes.

This position may be required to work flexible hours and weekends/holidays given their responsibility for producing critical reports for CDPH and HHS leadership and to meet essential data reporting deadlines, including fulfilling ad-hoc report requests with short lead time. This position will be scheduled to work remote.

  • Develop and implement reports and dashboards to accurately report PMs
  • Serve as a subject matter expert in CalCONNECT data elements and PMs, including their use and interpretation
  • Provide consultation to LHJs to pull reporting data from local systems and combine with CalREDIE (California’s electronic disease reporting system) and/or CalCONNECT data, as needed to fulfill reporting requirements
  • Provide technical expertise in interpreting local data used in federal and statewide reports
  • Utilize statistics and methods commonly used in evaluation and epidemiological research to interpret and report on public health data
  • Make recommendations on additions and modifications to CDPH performance metrics
  • Effectively articulate state and local priorities to internal and external stakeholders
  • Produce and deliver oral and written reports to California Connected and CDPH leadership on implementation and results of data reporting plan
  • Assist with any other duties as assigned in support of the CalCONNECT platform or Contact Tracing activities
  • Knowledge of public health, disease surveillance, healthcare informatics/surveillance systems and epidemiologic practices
  • Expert knowledge in health data visualization
  • Demonstrated ability to create dashboards and reports using Tableau or other data visualization program
  • Ability to provide outstanding customer service to LHJ staff, and advocate for local health jurisdictions’ data system needs
  • Knowledge of applicable laws, statues, and policies regarding health information, including security, privacy, and management of confidential data
  • Knowledge of principles and practices and skills to perform and apply epidemiology, statistical and business analyses
  • Ability to plan, organize, and prioritize projects, time, and workload assignments for a variety of informatics/surveillance projects
  • Ability to provide technical assistance to achieve statewide program goals and objectives, health information exchange, data linking and system integration
  • Ability to engage with diverse audiences and multiple stakeholders and assess information needs; and collaborate across agencies and programs to meet shared goals
  • Knowledge of database and statistical analysis programs, such as SAS or R
  • MPH or Masters Degree or equivalent similar degree or experience and at least two years of relevant experience, required
  • Minimum of one year of data visualization experience, required
