Learn more about our in our .Project Overview:Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers.Job Summary:In this role, you will integrate safety and health requirements into complex project planning, design, and operations to reduce the potential for adverse impacts. You will perform risk assessments, provide input on bid decisions, lead meetings and communications, and track and monitor performance trends. Your recommendations will contribute to enhanced quality of safety procedures and work processes. Under general supervision, the ES&H Representative will be responsible for supporting construction activities and implementation of the PALNG Environmental, Safety, and Health (ES&H) Execution Plan. To achieve the necessary level of field support, this role requires a significant portion of the shift actively engaged with field work personnel, accessing high elevation work areas via multi-level stairs, temporary scaffold ladders, and aerial work platforms. Your leadership and field engagement will help our project achieve ES&H performance expectations, compliance, and continuous improvement. #LI-VB1Major Responsibilities:
Coordinate consideration of ES&H requirements with subcontracts, engineering, construction, and startup personnel.
Provide ES&H technical support during project risk assessments and performance or compliance based self-assessments.
Support development and implementation of risk reduction measures with engineering, construction, startup, and other onsite S&H representatives.
Conduct industrial hygiene monitoring under the guidance of the Industrial Hygienist.
Participate in meetings with construction field supervisors, customers, project team members, and subcontractors to advise them of ES&H requirements that may affect project design, schedule, and cost.
Draft comprehensive S&H plans, project specific risk reduction plans, safety awareness training programs, and technical reports.
Recommend revisions to safety procedures, work processes, and other quality improvement measures.
Perform other duties and collaborate with other departments (e.g., industrial hygiene, emergency response activities, training) as directed by the Project ES&H Manager or designee.
Conduct safety inspections/assessments of project activities to monitor compliance with safety and health requirements, including contractual commitments, permits, and the project's ES&H plans.
When in supervisory role, supervise ES&H personnel, provide technical direction, implement personnel policies (e.g., conduct employee performance evaluations), and facilitate their development through assignments, coaching, and mentoring
Conduct preliminary incident investigations and resolutions.
Audit to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards.
Education and Experience Requirements:
Requires a Bachelor's degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience
Required Knowledge and Skills:
Provide safety technical support, coordinate safety requirements, and formulate risk reduction measures with engineering, construction, subcontractors, and other ES&H Representatives.
Offer coaching and mentoring within assigned areas to improve at-risk conditions and behaviors.
Engage with customers, project team members, and subcontractors to advise on ES&H requirements.
Identify and act on opportunities for improvement through construction supervision (i.e., Foreman/General Foreman/ Superintendents), ensuring corrective actions are taken, e.g., mitigating the observed dropped object potential.
Lead and participate in incident investigations, prepare Initial Incident Notifications, conduct investigations, and complete Incident Investigation Reports within quality and timeframe expectations.
Attend and support daily Pre-Start and Focus4Safety Card Meetings, ensuring presence at the designated work location by shift start time.
Participate in and support ES&H Program activities, such as Leadership Engagement Walkdowns, Near Miss Reporting, Weekly Supervisor Safety Meetings, and the Supervisor Mentoring Program.
Knowledge of national environmental and safety laws/regulations, industry standards/practices for compliance, and best management practices for minimizing ES&H risks during project execution.
Knowledge of engineering and construction systems, methods, and work processes.
Must pass a pre-employment drug screen and background check, including verification of employment and education.
Must be able to obtain a site security badge for access to the worksite.
