Provides analysis, research, negotiation, budgeting, cost tracking, etc., of the agency’s contract fixed-route services and acts as a liaison between contractor and multiple departments, divisions, and outside resources in support of agency and division goals and objectives.This is an exempt position in Salary Grade 235: Min $131,123.20 – Mid $156,644.80 – Max $182,145.60 annually. Develops and oversees operational and technical provisions for contracted fixed route agreements and assigns staff to monitor compliance.
Supervises staff, hires, mentors and takes appropriate corrective action and/or disciplinary action. Coordinates staff training and professional development. Establishes performance objectives. Monitors and evaluates employee performance.
Prepares reports, technical memoranda, and other documents regarding contracted fixed route services.
Provides contractors with clear knowledge of the agency’s and/or programs’ expectations/standards.
Approves invoices, identifies and addresses any conditions which may adversely affect the compliance and/or success of the contract and/or program milestones, scheduling and budget parameters.

Reviews contract fixed-route expenditures and monitors performance measurements to ensure performance is within standards and maintains compliance with the agreement. Develops plans and strategies for corrective actions when necessary and documents actions taken.
Formulates long-term and short-term objectives consistent with adopted goals and policies.
Works in a Collaborative Manner with Others: Works in a collaborative manner with others, helps resolve unproductive conflict.
Works with others to develop budget and work programs and supervises the allocation of resources and staffing functions dedicated to contract oversight.
Works with other staff, provides a lead role in the development, negotiation, and administration of the department’s fixed route service contracts, including developing specifications and scopes of work as well as managing the procurement processes. Provides on-going oversight to ensure contract compliance and high-quality performance.
QualificationsAny combination equivalent to a bachelor's degree in transportation management, business, public administration, project management or related field with a minimum of six years of experience in transportation and/or project management. Knowledge of private contract management is desirable.
