- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Oversees daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.
- Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.
- Manages infrastructure including gravity sewers, force mains, pumping stations and all other wastewater infrastructure such as sewer service connections and air release valves, that is owned and maintained by the Collier County Water and Sewer District.
- Ensures compliance of collection system operations with environmental guidelines; ensures timely reporting of any wastewater discharge incidents to Florida Department of Environmental Protection; ensures timely submission of all required reports or other documentation to appropriate regulatory agencies.
- Consults with Wastewater Director or other officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.
- Develops and implements the budget for Wastewater Collections; monitors expenditures to ensure compliance and conformance with approved budget and the executive summary process; directly involved with budgetary issues such as monitoring of the budget and expenditures, relating to Wastewater Collections.
- In conjunction with the Utility Planning Section, the Wastewater Collections Manager reviews and updates Utilities Standards Manual and Ordinance for Department-wide utility construction practices and procedures; reviews deviations, defined as any issue that does not directly meet the requirement of the Utility Standards or ordinance, submitted by engineering firms and contractors; develops and maintains current training manuals and procedure manuals for Wastewater Collections.
- Provides Division-wide technical support and training in all areas regarding Wastewater Collections, i.e., pumps, pipes, odor control, inflow, and infiltration, etc.; maintains communication with the areas of telemetry, GIS, Locates, asset management, etc. to operate the Wastewater Collections section within state and local guidelines and to ensure compliance with agencies such as the Florida Department of Environmental Protection (FDEP), Health Department, Pollution Control, and the State Warning Point.
- Develops, updates, and implements department policies and procedures with oversight from the division director; reviews and recommends modifications to County Public Utility ordinances.
- Develops and implements strategic plans, goals, and objectives; develops and implements tactical plans for Wastewater Collections.
- Manages operations of the wastewater collection system, including pumping stations, master pumping stations, and miles of pipeline; participates in field inspections to ensure proper completion of projects; assists in developing a comprehensive odor control program for Wastewater; assists and provides input in the use and installation of telemetry for County lift stations; assists in development of an inflow and infiltration program to reduce infiltration of ground water to treatment plants.
- Review construction plans and blueprints to ensure compliance with applicable ordinances and guidelines; meets with contractors and engineers to discuss plans and projects; participates in field inspections to ensure proper completion of projects.
- Manages a comprehensive safety program; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; reviews and/or investigates accidents and makes recommendations for procedural changes.
- Responds to and oversees emergency situations as needed; prepares disaster preparedness plans.
- Investigates and analyzes technical issues, develops alternatives, and recommends solutions to problems and opportunities.
- Performs other related duties as required.
- Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County's Administrative Office will make the determination as to who will be required to work.

- Bachelor's degree required.
- Five (5) years of related experience.
- Candidates without a degree should possess four (4) additional years of related experience.
- Fingerprinting required.
- Must possess and maintain a valid Class A Wastewater Collection System Operator Certification issued by Florida Pollution Control and Operators Associations.
- Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
- Must obtain PACP, MACP, and LACP certifications issued by NASSCO within 1 year of employment.
Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
