Description of WorkThis position with NCDOT offers full , competitive salaries and many career development opportunities.This posting is for a Real Property Agent I position that will be in the Division 5 Right of Way Office in Durham County. Position will be responsible for acquiring right of way for highway construction. Contacts owners of right of way to be acquired, explains plans, describes right of way to be acquired, makes monetary offers based on appraisal and damages, and explains how appraisal offer amount was determined. It will be the responsibility of the Real Property Agent to prepare deeds and easement agreements for the acquisition of right of way on highway projects and secondary roads, as well as completing the necessary courthouse research to determine owners and existing right of way limits. This employee will handle relocation assistance for a highway project by assisting displaced residential and displaced businesses in moving and relocating off the proposed right of way. The employee must communicate with proper grammar, punctuation, and correct spelling. The employee must establish and maintain effective working relationships with the public, co-workers, government officials and contractors/vendors. The employee will compile, compose, type, and review all Right of Way forms used in the negotiation and settlement of Right of Way claims. This includes scanning documents into the Right of Way network for electronic transmission to the Central Office. The employee will organize electronic data to comply with the directory file structure and maintain the inter-office electronic filing system.Knowledge, Skills and Abilities / CompetenciesManagement prefers applicants with the following:
  • Experience in composing written communication effectively with different audiences.
  • Experience in managing multiple priorities within specified time requirements.
  • Experience performing work-related tasks/duties independently or with limited supervision.
  • Demonstrated ability to work in a team environment.
  • Experience reading and interpreting design documents, legal documents, business documents or construction/roadway plans.
Additional Expectations:Employee must be able to deal with the public daily and be able to advise owners of their rights and how they will be affected by projects. Knowledge of the requirements of federal and state regulations regarding the Uniform Relocation Act is necessary. Perform land research in the public records office. The employee will assist in moving personal property including signs, billboards, specialty items, and other miscellaneous items that are associated with the clearing of the project. May be required to work nights and weekends. Must be able to operate a motor vehicle. The selected candidate must become a Notary Public member from the North Carolina Secretary of State's Office within 30 days of hire and maintain throughout employment.Minimum Education and Experience RequirementsSome state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. See oshr.nc.gov/experience-guide for detail.Bachelor's degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and two years of experience in the general real estate field; or high school graduation and seven years of experience in the general real estate field; or an equivalent combination of training and experience.If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position a trainee who does not meet the minimum requirements.
