Two years of licensed engineering experience.2. Provides recommendations on permits to the District Permit Section and serves to solve complex problems involving permit review and approval. May review plan changes with regards to ROW permitting and utilities coordination.25% Negotiates highly sensitive relocation activities with private utility companies; coordinates preconstruction utility relocation activities in conjunction with the District Utility Specialist to reduce unnecessary delays in project development and letting. Works with Area Engineers and Project Engineers to solve construction related utility conflicts which delay construction. Position advises the Assistant District Administrator of Engineering and Headquarters Officials on highly unusual, complex or sensitive issues which may prevent bid letting delays.20% Attends preconstruction conferences to assist the Area Engineer, the Project Engineer and the contractor in addressing anticipated construction problems to facilitate construction in a more efficient and professional manner and to insure fairness to both the Department and the contractor. Assists the district's Area Engineers in the management of district construction activities as needed to safely and effectively accomplish the construction program in accordance with plans, specifications and contracts. Provides recommendations to Headquarters as to the progress and problems encountered during construction. Responds to inquiries from the general public and elected officials concerning upcoming and active construction projects to ease the transition from the inconvenience of construction to the permanent improvement. Serves as District EEO Compliance Coordinator. Corresponds with Area Engineers and Project Engineers to track completion of Wage Determination Project Site Interview Forms and Commercially Useful Function Forms. Reports findings and status to Headquarters Compliance Section.10% Assists the District Administrator in efforts related to the Road Transfer program. This includes attending preliminary discussion meetings with elected officials and preparing resolutions for adoption, descriptive aerials of limits of the transfers and other related documents. Serves as Project Manager for Safety funded projects let through the District.
