- Manages the planning and design phases of assigned rehabilitation and capital engineering projects Performs and manages reviews of reports, memoranda, work plans, designs, cost estimates and other professional engineering work products, including evaluations, calculations, technical analyses, scheduling, and plans and specifications.
- Supervises and performs professional engineering work of substantial difficulty and importance requiring the exercising of independent engineering judgment including the gathering of information, development of evaluation and design, and preparation of reports, contract plans and specifications.
- Manages all phases of consultant selection and supervision of professional engineering consultant contracts including the development of scopes of services, plans and specifications, cost estimates and work schedules, participates in negotiations, and prepares contract award recommendations. Ensures compliance with contract budgets, schedules, and terms.
- Supervises and manages junior professional staff, including assignment of tasks and evaluation of performance. Provides technical assistance to staff.
- Initiates new projects and prepares capital and current expense budget requests.
- Coordinates projects with communities, external public interest groups, government agencies, and other MWRA departments. Provides technical information and assistance. May address professional and community groups and initiate outreach projects.
- Prepares documents to secure funding and permits from various federal, state and local agencies.
- Provides construction administration services during construction, including review of submittals, shop drawings and proposed change orders, provides interpretations and clarifications of contract documents, attends monthly progress meetings, performs inspections, provides review of redlined drawings, record drawings and detail records, and performs all other services necessary to support construction projects.
- Performs related duties as required.
- A Bachelor's degree in mechanical engineering or related field; and
- Five (5) to seven (7) years of engineering design, project management, and/or construction experience, preferably related to mechanical and HVAC systems serving major water/wastewater facilities; and two (2) years of experience in a supervisory capacity; or
- Any equivalent combination of education or experience.
- Knowledge of principles and practices of mechanical engineering.
- Knowledge of design, construction and operation of mechanical systems and heating, ventilation and air conditioning systems preferred.
- Demonstrated interpersonal, managerial, written, and oral communication skills.
- Demonstrated ability to work effectively as part of a collaborative project team and also to function independently with minimal supervision.
- Knowledge of local, state and federal regulations as applicable to the planning, design and construction of water and wastewater infrastructure
- Knowledge of Massachusetts bidding laws including M.G.L. Chapter 30 and Chapter 149 construction bidding regulations.
- Familiarity with computer software such as Microsoft Office Suite, GIS, Microsoft Project or Oracle Primavera P6 is preferred.
- Valid Massachusetts Class D Motor Vehicle Operators License is required.
- Massachusetts license as Registered Professional Engineer (P.E.) in Massachusetts is preferred.
