Job Description:East Hawaii Health Clinics has an opening for a Clinic Manager to provide leadership and support for our Hilo-based Urgent Care clinic located at 1285 Waianuenue Avenue. This position supervises and coordinates the activities of these clinics, recommends changes in management policies and procedures and performs other duties as required.JOB DUTIES:
  • Supervise and coordinate daily operations of multiple medical and/or surgical clinics, ensuring smooth administrative and office service functions.
  • Manage staff performance and development, including hiring, orientation, scheduling, training, evaluations, and addressing employee relations issues.
  • Oversee fiscal operations, including budget preparation, expenditure control, purchasing, inventory management, and financial reporting.
  • Ensure compliance with federal, state, and organizational regulations and standards, maintaining policies and operational procedures that support quality and safety.
  • Collaborate with physicians, nurses, and clinical staff to improve workflows, enhance patient experience, and support quality improvement initiatives.
  • Represent the clinics to the community, building positive relationships with patients, families, and local organizations to strengthen public relations.
REQUIRED QUALIFICATIONS:EDUCATION: Bachelor's degree from a four (4) year accredited college or university in public administration, business administration or related field.SPECIALIZED EXPERIENCE: Two (2) years of professional work experience in administrative, supervisory or consultative work in a hospital/clinic administration involving fiscal matters, principles and practices of a clinic operation; budget formulation and justification; personnel management; hospital or allied medical care facility procedures; and various medical assistance programs.SUPERVISORY EXPERIENCE: One (1) year of supervisory work experience which demonstrated the applicant's knowledge of and ability to apply the principles, practices, techniques and methods of supervision including: (1) planning, organizing and directing the work of others; (2) assigning and reviewing work; (3) advising others on difficult work problems; (4) timing and scheduling work; and (5) training and developing employees.SUBSTITUTION:
  • Excess experience of the type and quality described above, or any administrative, professional, technical, or other responsible work which required a high degree of analytical skill may be substituted for education on a year-for-year basis.
  • A Master's degree in health care, hospital administration, public health administration, business administration, social work or nursing may substitute for one (1) year of specialized experience OR excess experience of the type and the quality described above, or any administrative, professional, technical, or other responsible work which required a high degree of analytical skill may be substituted for education on a year for year basis.
KNOWLEDGE OF: Principles and practices of office management and supervision; office practices and procedures; fiscal administration including budget preparation, expenditure control and financial reporting; knowledge of outpatient clinic operations and functions that include quality improvement process, data collection and statistical analysis; knowledge of good customer service principles; working knowledge of computer programs; current federal and state law and regulations relevant to outpatient functions and ability to access and maintain currency of regulations, law and standards and draft needed changes required for compliance.ABILITY TO: Provide overall direction and manage various Outpatient Clinic programs, plan, implement and evaluate operations and activities; make sound recommendations and decisions; resolve personnel and program problems; deal tactfully and effectively with physicians, patients, visitors, employees and others.
