This position independently serves as QA over the statewide bridge load rating group responsible for the structural evaluation and continuous monitoring of all bridges in Louisiana for load rating, load posting and truck permit evaluation as mandated by 23 CFR 650. This position also provides expertise and guidance statewide for the non-destructive evaluation (NDE) data analysis, structural health monitoring.In addition to the Minimum Qualifications, this position requires potential candidates to also meet the following DCL Supplemental Qualifications:Possession of a current Louisiana license to practice professional engineering plus one of the following:Two years of licensed engineering experience in the design and/or rating of bridges; ORSix years of professional engineering experience in the design and/or rating of bridges.Minimum QualificationsPossession of a current Louisiana license to practice professional engineering plus one of the following:Two years of licensed engineering experience; orSix years of professional engineering experience.EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.A doctorate degree in engineering will substitute for two years of professional engineering experience.Advanced degrees will substitute for a maximum of two years of professional engineering experience.There is no substitution for licensed engineering experience.NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Licensing requirements may be viewed at www.lapels.com.Job SpecificationThe official job specifications for this role, as defined by the State Civil Service, can be found .Job Duties and Other InformationJob Duties:QA of Statewide Bridge Load Rating Provide QA of Bridge load rating reports and load posting in the designated software/record database.Performing Quality Assurance checks of a designated percentage of approved load rating reports to ensure accuracy, precision and uniformity. Utilize the designated software/record database to analyze data in order to ensure compliance with 23 CFR 650.Assist the department with bridge load rating program guidelines, procedures and priorities.Provide technical expertise for reviewing the structural condition of a bridge and determining the viability for the use of testing such as stress-strain measurements to validate load posting, bridge rating, passage of a super-load, or long term monitoring program designed to predict structural behavior and remaining useful lifeResponsible for training engineers in the proper preparation of load testing, and structural modeling. This may include project management of NDE related projects.Review Overload Truck Permit Review and Automation Provide Quality Assurance (QA) for overload truck permits.Assist vehicle permit office to update the Truck Route Map and to implement the automation program. Provide guidance for vehicle permit office for overload truck permits.Assisting the Engineer 7 by providing technical guidance; developing policies and procedures to improve efficiency, accuracy, precision, uniformity, and efficacy; participating or managing special assignments in the area of expertise for the section or Department.Position-Specific Details:
