Job Description:Position Summary:The Program Manager for a Forensic Mental Health Group Home is a leadership role responsible for overseeing the delivery of mental health services, managing budgetary resources, ensuring regulatory compliance, and providing supervision to staff members within a forensic setting. This position requires a strong background in mental health, leadership skill, and a commitment to maintaining high standards of care.Principal Duties and Responsibilities:Philosophy
  • Provides leadership and supervision for programs and services.
  • Supports the agency's mission, goals and objectives and clinical philosophy.\
  • Ensures all staff performs in accordance with agency policies and procedures.
  • Follows agency standards for ethical clinical and business standards.
  • Conducts self as a positive role model for staff at all times.
  • Demonstrates knowledge and understanding of HIPAA and confidentiality standards.
Clinical Oversight
  • Provide leadership and direction to the clinical team ensuring the delivery of high-quality mental health services in accordance with evidence-based practices.
  • Develop and implement policies, and protocols to maintain and enhance clinical standards.
Supervision and Staff Development
  • Directly supervise and mentor clinical staff, providing guidance, feedback, and support.
  • Conduct regular performance evaluations, identify professional development opportunities, and ensure staff compliance with relevant training requirements.
Budget Management
  • Develop and manage the annual budget for the group home's operational needs, ensuring efficient utilization of resources.
  • Monitor expenses, analyze financial reports, and collaborate with administrative staff to make informed budgetary decisions.
Regulatory Compliance
  • Stay current on federal, state, and local regulations governing mental health services in forensic settings.
  • Ensure the group home's compliance with all applicable licensing and accreditation standards.
Program Development and Evaluation
  • Collaborate with the interdisciplinary team to design, implement, and evaluation therapeutic programs that meet the unique needs of the residents.
  • Monitor program effectiveness and make recommendations for improvements.
Risk Management
  • Identify and address potential risks related to clinical services, safety, and regulatory compliance.
Collaboration and Communication
  • Foster effective communication and collaboration among team members, including psychiatrists, psychologists, social workers, support staff and any external providers.
  • Act as a liaison between the clinical team and upper management, providing regular updates on the program performance.
Quality Assurance
  • Implement quality assurance measures to assess and enhance the effectiveness of clinical services.
  • Develop and maintain a system of monitoring and reporting on key performance indicators.
Requirements:Minimum Qualifications Required:
  • 3-5 years of relevant work experience
  • Credentialed as Qualified Mental Health Professional (QMHP) minimum of 3 years
  • Extensive experience in a mental health or forensic setting with a strong background in clinical supervision.
  • Knowledge of applicable regulations, accreditation standards, and best practices in forensic mental health.
  • Excellent communication, organizational, and problem-solving skills.
  • Valid driver's license with a good driving record.
Preferred Qualifications:
  • Experience as a supervisor, budgeting, crisis intervention, assessment, and service planning.
  • Master's degree in a relevant mental health field (ie: Clinical Psychology, Social Work, Counseling).Licensed eligible or certification in the applicable discipline.
Work Qualifications:
  • Ability to understand agency billing and reimbursement regulations such as Medicaid, Medicare and HUD
  • Ability to respond to stressful and crisis situation in a calm and professional manner
  • Demonstrate knowledge of computer skills to include Microsoft Office, Excel, Power Point and on-line clinical and administrative systems
  • Ability to maintain harmonious working relationships while addressing complex and sensitive administrative and clinical issues
