Microsoft Federal personnel can expect to serve in various roles in the Microsoft Federal organization during the course of their career to meet evolving USG needs, regardless of segment – Civilian, Defense, or intelligence community.We are seeking an experienced, mission-driven Senior Program Manager to lead the execution and evolution of a multi-billion-dollar, multi-cloud Federal government contract. You will lead, mentor, and supervise a team of project and program managers and execute the sales and engineering sales strategies on programs having high impact and value to the company. You will ensure delivery excellence, compliance, and innovation across all cloud environments.The ideal candidate will bring deep experience in federal IT program management, a strong understanding of cloud technologies, and a proven ability to lead cross-functional teams in high-stakes, regulated environments.Responsibilities:Program Leadership & Strategy
  • Serve as the primary point of contact for program execution, interfacing with Intelligence Community stakeholders, internal leadership, and partner organizations.
  • Shape and execute the operational strategy for the program.
  • Own executive reporting and analytics, providing real-time visibility into project health, financials, and key metrics. Lead monthly PMRs, ad hoc reviews, and compliance engagements with other government clients.
Project Execution & Governance
  • Oversee the full lifecycle of task orders, from capture and proposal through delivery and closeout.
  • Ensure compliance with contract-specific requirements.
  • Manage risk, scope, and performance metrics across multiple classification levels and mission environments.
Stakeholder & Partner Engagement
  • Acts as the primary liaison between the PMO, Sales, and Engineering organizations in shaping project and customer demands. Understand the short- and long-term roadmaps for the portfolio and adjust execution plans as priorities change.
  • Coordinate with internal teams (Sales, Engineering, Legal, Contracts) and external partners (CSPs, integrators) to develop training and other executive engagement plans.
  • Represent Microsoft in strategic discussions with government executives and mission partners.
PMO Leadership & People Management Attributes
  • Proven ability to lead and scale PMO functions in a complex, matrixed environment.
  • Skilled in building high-performing teams, fostering collaboration, and driving accountability.
  • Experience in developing and implementing PMO governance frameworks, KPIs, and reporting structures.
  • Expert at coaching and mentoring project managers and to elevate delivery maturity.
The ideal candidate shall leverage servant leadership, emotional intelligence, strong communication and decision-making skills to navigate effectively across all functional areas and organizational levels. The candidate shall be highly customer focused, meeting customer expectations and responsive to feedback.Qualifications:Required/Minimum Qualifications
  • Bachelor's Degree in Business, Operations, Finance, or related field AND 8+ years experience in program management, process management, or process improvement
  • OR equivalent experience.
  • 6+ years management (e.g., people, project, process, vendor, change) experience.
Other RequirementsSecurity Clearance Requirements: Candidates must be able to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
  • The successful candidate must have an active U.S. Government Top Secret Clearance with access to Sensitive Compartmented Information (SCI) based on a Single Scope Background Investigation (SSBI) with Polygraph. Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. Failure to maintain or obtain the appropriate U.S. Government clearance and/or customer screening requirements may result in employment action up to and including termination.
  • Clearance Verification: This position requires successful verification of the stated security clearance to meet federal government customer requirements. You will be asked to provide clearance verification information prior to an offer of employment.
  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport, or other approved documents, or verified US government Clearance.Additional/Preferred Qualifications
  • Master's Degree in Business, Operations, Finance, or related field AND 12+ years experience program management, process management, or process improvement
  • OR Bachelor's Degree in Business, Operations, Finance, or related field AND 15+ years experience in program management , process management, or process improvement
  • OR equivalent experience.
  • 8+ years people management experience.
  • PMP or PgMP certification (or equivalent).
  • 10+ years of experience managing complex IT programs, with 5+ years with the Intelligence Community
  • Deep understanding of Federal Govt acquisition processes, cloud security frameworks, and multi-cloud architectures.
  • Experience with Azure, AWS, Oracle, and/or Google Cloud Federal market.
  • Strong communication, negotiation, and executive stakeholder management skills.
Business Program Management M6 - The typical base pay range for this role across the U.S. is USD $130,900 - $277,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $165,600 - $303,600 per year.Certain roles may be eligible for benefits and other compensation.
