Summary: The Data Management Office / Facilities Manager serves as the primary lead for facilities operations across all Workforce Centers (WFCs), ensuring that vendor procurement, payments, compliance documentation, and site requests are managed timely and accurately. This role oversees all facility-related needs, including leases, vendor services, safety, and operational readiness, while maintaining strong coordination with brokers, landlords, and vendors.In addition, the manager provides oversight for SERCO’s Data Management Office, supervising teams responsible for data integrity, quality assurance, performance tracking, and eligibility functions. The manager ensures the team meets contractual requirements, that payroll is completed and submitted on time, and that reporting, monitoring, and compliance activities are carried out effectively. This position requires strong leadership, organizational, and compliance skills to manage both facilities and data management operations.Key ResponsibilitiesFacilities Management:
  • Manage vendor procurement for all workforce center facilities, ensuring procurement documentation is accurate, complete, and compliant with organizational and TWC requirements.
  • Oversee vendor contracts, payments, and invoicing to ensure timeliness and accuracy; maintain records for audits and compliance reviews.
  • Track and approve requests from all WFC locations, ensuring issues are resolved promptly and facilities remain safe and fully operational.
  • Serve as the primary liaison with brokers, landlords, and vendors for facility operations, ensuring alignment with lease terms and organizational standards.
  • Maintain oversight of facility-related budgets, ensuring procurement files, invoices, and payments are properly tracked and documented.
Oversight & Leadership:
  • Supervise the Data Management Office and Facilities team, including staff in eligibility, data, quality, and tracking roles.
  • Ensure team responsibilities such as data entry, reporting, case file reviews, quality assurance, and performance tracking are executed accurately and on time.
  • Oversee compliance monitoring, corrective action follow-up, and preparation of consolidated reports to maintain data integrity and adherence to Workforce Solutions and regulatory standards.
  • Monitor staff performance and ensure each team member’s payroll is completed and submitted on time.
  • Serve as point of escalation for operational or compliance concerns raised by staff.
  • Ensure procurement processes for facilities, vendors, and supplies are fair, cost-effective, and fully documented for audit purposes.
  • Align team operations with organizational goals and long-term strategies, including budget planning for both facilities and data management operations.
Minimum QualificationsEducation:
  • Bachelor’s degree in business administration, public administration, facilities management, or related field.
  • Master’s degree preferred.
Experience:
  • Minimum 5 years of progressive experience in workforce development, compliance, data management, or facilities management.
  • At least 3 years in a supervisory or management role overseeing diverse teams.
  • Experience with vendor procurement, facilities operations, and contract management required.
Skills & Abilities:
  • Strong leadership and oversight skills with ability to ensure accountability across multiple teams.
  • Knowledge of procurement processes, vendor management, and compliance documentation.
  • Strong financial and payroll oversight skills, ensuring team payroll is completed and submitted accurately and timely.
  • Advanced analytical and problem-solving ability with knowledge of performance data systems.
  • Excellent organizational, time management, and communication skills.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and data systems.
SPECIAL REQUIREMENTS:
  • Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.
  • Must have access to reliable transportation in order to travel within service area.
