The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.This is a management level position. The Finance Manager, under the direction of the Chief Financial Officer, is responsible for leadership, development and implementation of financial activities related to budgeting, data management, advising program administration, and processes and planning with a concentration on goals, objectives, policies, procedures, and priorities related to third party revenue generation.Essential Responsibilities and Duties: * Under the direction of the Chief Financial Officer reviews, develops and implements financial policies, procedures, and operations of business office activities and third party revenue generation.
  • Provides leadership and professional direction pertaining to financial activities to Procurement, Business Operations, Accounts Payable and Accounts Receivable, and Program Management staff of varying levels.
  • Assists Chief Financial Officer and Finance staff in the preparation of audits, desk reviews, and financial reporting at all levels including providing support documentation as requested, generating reports, gathering information and delegating related tasks to staff as needed.
  • Specializes in budgeting preparation and maintenance activities including assisting program staff with budget preparation, reviewing budget submittals for use for external and internal sources, and leading development and maintenance of budgets exclusively tasked under the finance department.
  • Provides direction and leadership to Finance department staff as needed to complete daily activities, tasks, and projects.
  • Acts as liaison of Finance department to internal and external sources as needed and requested for meetings, gatherings, and events requiring presence of Finance representative.
  • Leads in development and implementation of special projects falling under scope of position as assigned.
  • Oversees development of policies, procedures and operations that aid in compliance, tracking, and accurate and timely reporting of all funding sources including 638 contracts, grants, and unrestricted pools.
  • Maintains current knowledge and application methods of Tribal and Federal regulations, laws and guidance pertaining to financial management and oversight of Tribal funding sources.
  • Prepares, inputs, and posts general ledger journal entries and budget entries in automated accounting system and generates financial reports and historical information from system as needed and requested.
  • Other duties as assigned.
Relationships and Authority:This position has no direct supervisory authority. Position has purchase signing authority at a director level and is responsible for reviewing, approving and signing documents as needed and authorized under scope of position. May be granted review and signatory authority during absences of Chief Financial Officer and/or Deputy Finance Director.Working Environment and Physical Demands:This position is located in a professional office environment. Occasional weekend and evening hours may be required.Qualifications:Minimum: * Bachelors degree in accounting, business, or related field or an equivalent combination of experience and education
  • Four years' experience in preparing and monitoring multiple budgets
  • Four years' experience working with State, Federal or Tribal funding sources
  • Two years' experience with financial compliance procedures in State, Federal or Tribal funding sources
  • Computer proficiency in Microsoft Office
  • Excellent written and oral communication skills
  • Valid driver's license and be insurable
  • Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks
  • Able and willing to travel
Preferred: * Masters degree in accounting, business, or related field.
  • Certified Public Accountant (CPA)
  • One year experience working with Native Americans or Native American organizations
  • Two years' experience working with third party revenue generation operations
  • Knowledge and understanding of Public Law 93-638; Indian Self Determination Act
