The Measure Program in the Carolina Population Center at the University of North Carolina at Chapel Hill manages multiple large international projects funded by the U.S. Agency for International Development (USAID) that focus on health monitoring, evaluation, research, and learning (MERL). These international projects include Data for Impact (D4I), Global Health Program Evaluation, Analysis, Research and Learning (GH PEARL), TB Data Impact and Assessment Hub (TB DIAH), and MEASURE Malaria. These projects facilitate effective generation and use of high-quality data and evidence to strengthen policies and program implementation to improve health and save lives in low- and middle-income countries (LMICs). D4I and GH PEARL both focus on improving the quality, availability, and timeliness of evidence and data for learning and action and on strengthening local organizational capacity to conduct monitoring, evaluation, research, and learning (MERL) activities. GH PEARL has additional objectives to develop improved metrics and tools for MERL and to increase evidence use through knowledge management and translation. GH PEARL is driven by three guiding principles centered on localization-expand leadership and funding of local partners, focus on data use, and promote equity.The Research Analyst (RA) will work under D4I and GH PEARL to analyze survey and health facility data, prepare summaries and reports, assist with development of tools and methods to be used in evaluation of global health programs in LMICs, and create and present technical presentations. The position will report to the Evidence and Tool Generation Director.
Minimum Education and Experience RequirementsBachelor's degree in a discipline related to the field assigned and one year of related training or experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
  • Professional experience in international health research and evaluation.
  • Demonstrated ability to take responsibility for the planning, management, and analysis of complex data in a data-driven project.
  • Demonstrated advanced skills in quantitative methods of data analysis (required); Strong writing and communication skills.
  • Strong interpersonal skills, including the ability to work effectively with other project staff, funding agencies such as USAID and US based and international colleagues.
  • Ability to manage multiple activities and meet deliverable deadlines.
Preferred Qualifications, Competencies, and Experience
  • Experience in management and analysis of household survey data and experience in management and analysis of facility-based data
  • A second language, particularly French, Portuguese or Spanish (strongly preferred)
  • Availability to travel internationally at least 20% time annually (strongly preferred).
