Candidates are encouraged to submit their information and resumes highlighting their relevant experience.Position OverviewHive Group is seeking a highly qualified Contract Specialist to provide non-personal acquisition and contracting support services for large-scale design, construction, and transportation projects across the Department of the Interior (DOI) National Park Service (NPS) enterprise. This role augments DSC’s Acquisition Office in processing requisitions, solicitations, awards, modifications, invoices, and closeouts within FPDS, PRISM, and FBMS, ensuring timely execution of multi-million-dollar design and construction procurements.The Contract Specialist will work under the guidance, direction, and approval of a Government Contracting Officer (CO), but will not have delegated contractual authority. The role requires strong experience in federal acquisition planning, source selection, contract administration, and documentation, with an emphasis on construction and architect-engineer (A/E) services contracting. This is a remote position with occasional travel to the Denver Service Center (DSC).Key Responsibilities:
  • Conduct market research, identify potential set-asides, and develop acquisition strategies in alignment with small business and socioeconomic goals.
  • Prepare pre-solicitation documentation and assist with posting opportunities to the System for Award Management (SAM).
  • Draft and issue solicitations, RFQs, and RFPs, including amendments.
  • Support project teams in responding to vendor inquiries and reviewing offers for responsiveness.
  • Assist the CO with technical evaluation panel coordination and source selection documentation.
  • Perform cost and price analyses and support best-value trade-off evaluations.
  • Participate in and document negotiations under the direction of the CO.
  • Collect, review, and validate certified and non-certified cost/pricing data.
  • Prepare award packages and distribute post-award notifications.
  • Maintain complete electronic contract files in compliance with federal standards.
  • Resolve invoice and payment issues, review payroll compliance against wage determinations, and issue routine contract correspondence.
  • Draft, review, and process contract modifications.
  • Assist in negotiations for modifications and prepare documentation for CO signature.
  • Support contract closeout activities, including preparation of closeout documents.
  • Ensure all acquisition and contract actions comply with the FAR, Department of the Interior policies, and NPS procedures.
  • Safeguard sensitive information and adhere to IT security and HSPD-12 requirements.
  • Maintain clear contractor identification in communications, emails, and records.
Required Qualifications:
  • Bachelor’s degree from an accredited institution, preferably in a business-related field
  • Minimum of 10 years of direct Federal Government construction contracting experience.
  • Minimum of 3 years of architect-engineer (A/E) services contracting experience.
  • Previous Department of the Interior (DOI) National Park Service (NPS) experience is highly preferred
  • Strong knowledge of FPDS, PRISM, and FBMS or similar federal procurement systems.
  • Demonstrated ability to support full lifecycle acquisition (planning through closeout).
  • Proficiency in cost/price analysis and negotiation support.
  • Strong written and verbal communication skills for preparing acquisition documentation and interfacing with stakeholders.
  • Ability to manage competing deadlines in a high-volume contracting environment (500+ requisitions, 2,000+ invoices annually).
Compensation and BenefitsThe estimated compensation range for this position is between $100,000 to $115,000 annually, based on benchmarks in the Washington D.C. metropolitan area. This range reflects a good faith estimate for all experience levels.
