
Civil Engineer/Project Manager - Public Works (M.U.D)

- Function as a Lead Civil Engineer.
- Prepare preliminary engineering reports.
- Research jurisdictional requirements for appropriate incorporation into design and construction drawings.
- Prepare of proposal/contract and of project work plans and schedule.
- Prepare design and construction drawings using AutoCAD and information obtained from research activities.
- Ensure compliance with M.U.D. regulations and local/state codes.
- Ensure projects meet environmental and regulatory requirements.
- Coordinate client management and marketing efforts for future work.
- Prepare GIS exhibits using ArcGIS.
- Conduct site visits and documents findings.
- Work directly with clients and directing a staff with varied levels of experience and expertise.
- Attend, record, and distribute meeting minutes and assist with general project correspondence.
- Writes or prepares graphic materials for presentations or documents.
- Lead a team of engineers and drafters.
- Initiate and lead kickoff calls or high-level design calls with client in addition to preparing monthly forecasting and client cost estimates when appropriate.
- Undertakes Project Manager responsibilities for major projects ($2.0+ million annual billing).
- Prepares and follows comprehensive Project Framework Instructions and proper work planning for a project. Ensures proper staff is assigned and utilized on their projects.
- Reviews project reports and performance metrics to track project progress and budget. Leads successful projects (profit, on-schedule, quality, satisfied client).
- Contributes to successful delivery and performance of projects.
- Cultivates relationships with clients and holds strong relationships with clients.
- Understands, follows, and enforces Huitt-Zollars' business process including weekly rhythm.
- Takes active steps in the pursuit of winning new business or additional opportunities with existing clients and is responsible for assigned portion of office sales goal. Assists and/or leads team in pursuit of new work (repeat work, SOQ and Proposals). Develops and/or executes project Win strategy.
- Understands and follows HZ QMS and Quality initiatives. Ensures quality control measures are being adhered to on projects and daily operations.
- Actively engages and participates in the training, coaching, and mentoring of junior staff.
- Understands duties and responsibilities, possesses necessary job knowledge and technical skills, maintains job knowledge current.
- Sharing Information: Conveying up-to date information in the most efficient and useful manner to the appropriate stakeholders.
- Critical Thinking: Analyzing problems and solutions by evaluating the quality of the information available from different sources and avoiding decision-making bias.

- BS Degree in Civil Engineering.
- Must be a licensed PE in Texas with a minimum of 8-10 years of experience in public works projects, ideally in utilities such as water, sewage, and drainage.
- Experience with producing accurate and complete construction plans and reports.
- Ability to work independently in a team environment and to manage multiple projects with limited supervision.
- Must be able to work directly with clients and directing a staff with varied levels of experience and expertise.
- Excellent verbal and written skills, communicating engineering information clearly and concisely.
- Ability to train staff and review work for quality assurance.
- Solid leadership and management skills, self-motivated, and possess a strong ability to meet deadlines, satisfy clients, and solve complex problems.
- Knowledge of MicroStation, AutoCAD, and Civil3D are all a plus.
- Highly organized and detail oriented.
- Willingness/ability to assume increased responsibilities when presented.
- Consistently deliver proactive communication with clients. When client issues arise, address or expeditiously escalate to discipline lead.
- Develop relationships with clients that allows for ease in communications and problem solving.
- Troubleshoot issues and recommend solutions, effectively implement and document for internal and external stakeholders.
