- Manage the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants; collaborates with departmental managers to understand skills and competencies required for openings.
- Partner with leadership team to understand and execute the organization's human resources and talent strategy particularly as it relates to current and future needs of recruiting, retention, and succession planning.
- Develop and implement recruitment strategies and processes necessary to achieve organizational staffing objectives while working closely with the Recruiter.
- Serve as the DOJ Custodian of Records and ensure compliance with DOJ regulations. Review and approve all criminal background checks.
- Ensure appropriate new hire orientation for staff and corpsmembers to smoothly integrate them into CCNB while working closely with the Human Resources team.
- Serve as the DMV Pull Program Custodian by obtaining records and maintaining compliance regulations.
- Administer and manage employee benefits programs, while maintaining compliance of regulations and plan requirements.
- Reconcile monthly benefits statements working closely with Finance department, handling all discrepancies in a timely manner.
- Manage performance review process by setting achievable goals with staff.
- Review, revise, and update job descriptions as needed.
- In coordination with the Human Resources team, manage all workers' compensation claims including processing individual's paperwork, serving as a liaison with the insurance carrier and occupational injury clinic, follow up with related documentation as needed, and serving as an informational source for the injured worker. Ensure compliance with OSHA requirements and reporting.
- Review and make recommendations to executive management for the improvement of policies, procedures and practices on personnel matters.
- Communicate policies and procedures effectively and ensure compliance is maintained.
- Provide support and guidance to the Human Resources Generalists, Recruiter, Management, and other staff when complex, specialized, and sensitive questions and issues arise.
- Responsible for maintaining compliance with federal, state, and local legislation pertaining to all personnel matters, including updating policies based on recent legislation changes.
- Ensure proper compliance with federal and state labor laws including wage and hour regulations, FMLA, COBRA, ADA, EEO, unemployment compensation, worker's compensation, and other applicable laws.
- Support CCNB managers by providing human resources advice and counsel.
- In collaboration with the Director of Human Resources and CEO, and with support from legal counsel, work with managers and staff to address and resolve employee or corpsmember relations issues.
- Recommend, evaluate, monitor and participate in staff development for the agency.
- Maintain accurate and complete records.
- Manage audits, compliance reporting, employment reference checks, and personnel related inquiries.
- With collaboration of Director of Human Resources & Administration, manage the development and maintenance of the HRIS system. Maintain accurate and complete personnel records.
- Oversees Administrative Associate, duties may include providing support with regards to daily phone calls and voicemails, phone lists and org chart maintenance, cataloguing Work Phones & Computers, & vendor management for Formstack, Corodata, Zoom, T-Mobile, etc.
- Six or more years of increasingly responsible experience in the Human Resources field.
- Bachelor's Degree and/or advanced certification in Human Resources preferred.
- Enthusiastic and passionate about serving youth and conserving natural resources.
- Thorough knowledge of federal, state & local employment law, wage and hours regulations, FLSA, ADA, FMLA, COBRA, OSHA, Worker's Compensation, and EEO.
- Experience working with people from a wide variety of social, economic and educational backgrounds.
- Knowledge and experience of HRIS systems, Paycom experience preferred.
- High level of personal and professional integrity. Must be trustworthy, discrete, and respectful in the handling of confidential or sensitive information and matters.
- Demonstrated ability to effectively manage priorities and meet deadlines.
- Good strategic abilities and strong tactical skills.
- Ability to work independently and as part of a team.
- Excellent written and verbal communication skills.
- CA Driver's License with clean DMV driving record.
- Bilingual Spanish/English preferred.
