Duties Description The New York State Department of Financial Services seeks to build an equitable, transparent, and resilient financial system that benefits individuals and supports business. Through engagement, data-driven regulation and policy, and operational excellence, the Department and its employees are responsible for empowering consumers and protecting them from financial harm; ensuring the health of the entities we regulate; driving economic growth in New York through responsible innovation; and preserving the stability of the global financial system.The Department of Financial Services is seeking candidates for the position of Associate Accountant in the Office of Financial Management. Duties include, but are not limited to, the following:
  • Processes quarterly bills for Pharmacy Benefits Manager and maintain Pharmacy Benefits Manager account in QuickBooks;
  • Processes examination bills pursuant to Section 206 of Financial Services Law including development and calculation of the examiner rate;
  • Processes annual excess line filings, set up and monitor accounts receivable, research and issue refunds;
  • Processes excess line late bills in accordance with Section 9109 of the Insurance Law;
  • Monitors Accounts Receivable for examination bills while following approved procedures for collections/write-offs and reporting issues to management;
  • Processes late bills for Pharmacy Benefits Manager;
  • Processes insurance online payments (ePay);
  • Responds to insurance companies' inquiries by telephone and e-mail regarding filings, bills, revenue, and accounts receivable;
  • Researches insurance companies requests for refunds, credits, and adjustments;
  • Performs general office duties, including but not limited to, answering telephones, assisting callers, making photocopies, prepares documents for filing and mailing of bills; and
  • Supervises subordinate staff.
Minimum Qualifications Appointment method:Minimum Qualifications: One year of service as a Senior Accountant.Non-Competitive Promotion (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications.List Appointment: Candidates must be reachable on the Civil Service eligible list for 38-958010.Transfer: Candidates must have one year of permanent competitive service in a title eligible for transfer via Section 70.1 of the Civil Service Law.
