- Manage the day-to-day operations of the LRV Maintenance Departments. Responsible for the availability, reliability and cleanliness of vehicles, equipment, and facility.
- Develop annual maintenance plans inclusive of staff, inventory and equipment needs. Coordinates all aspects of material needs with materials and inventory departments. Prepares procurement specifications and ensures the provision of materials necessary to maintain the operation and maintenance of the vehicles.
- Responsible for maintaining accurate maintenance records in compliance with corporate procedures and local, state, and federal regulations. Provides accurate data in support of Key Performance Indicators.
- Develops of the annual departmental budgets. Manages department budgetary outcomes within approved guidelines.
- Responsible for instilling a sense of urgency in the performance of all team duties to maximize effectiveness of the organization at large. Assures the timely completion of all maintenance activities while delivering a good transportation value on time and within budget.
- Develop Maintenance processes and procedures to maintain equipment and systems to meet or exceed industry and government standards. Forecasts yearly parts requirements and develops delivery schedules and blanket release orders in support of short-, and long-term operating plans.
- Responsible for ensuring that various maintenance contracts are properly manage by reporting staff. Organize and maintain contract and equipment specifications ensuring annual reviews and contract renewals are executed on time.
- Oversees the development of Standard Operating Procedures [SOP’s], emergency plans and rail maintenance Operating Rules and Regulations (Rulebook) for Light Rail Vehicle Maintenance. Prepares Safety Rules and Regulations for LRV maintenance.
- Ensures that quality and safety are integrated into all aspects of the department. Set up a system of compliance checks for operating and safety rules.
- Responsible for hiring of personnel including preparation of job descriptions, interviews, testing, as well as the development and implementation of training programs.
- Reviews all parts and services contracts prior to bidding and coordinates with specification writer to prepare revisions or write new specifications for items up for bid. Reviews and recommends bids for compliance with specifications to Operations and Procurement prior to contract award.
- Oversees and assures compliance of all personnel and contractors with all HRT policies and procedures including but not limited to Drug and Alcohol, Track Access and the like. Set up a system of compliance checks for operating and safety rules.
- Administers and coordinates warranty activities associated with contracted procurements.
- Manage records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
- Responsible for maintaining a general awareness of HRT’s EMS.
- Responsible for handling all related job responsibilities in accordance with HRT’s Environmental Policy, relevant EMS Standard Operating Procedures, and Emergency Management Plan.
- Responsible for ensuring employees in their respective functional areas have adequate training and tools necessary to meet the requirements of the EMS procedures and SOPs.
- Responsible for observing and evaluating required EMS competencies among employees in their respective functional areas.

- Must possess and demonstrate analytical, quantitative, and verbal (oral and written) skills. Must be able to communicate effectively with staff at all levels, and with local, state, federal, and elected officials.
- Proven ability to effectively work with others in an operating and unionized environment.
- Knowledge of Operating, Maintenance, and Safety Rules and Regulations pertaining to Light Rail Vehicles. Must also have knowledge of federal, state, and local, laws and regulations related to the transit industry.
- Must be able to work outside regular business hours including weekends, holidays and varying shifts as required.
- Must have the ability to learn and understand the technology of transit vehicles and systems.
- Must demonstrate excellent organizational skills at the workplace and provide high levels of production. Managing multiple and competing priorities, while maintaining effective working relationships is essential.
- Must be customer focused, a team player with a results-oriented management style.
