Koniag Professional Solutions, LLC, a Koniag Government Services company, is seeking a Mid Program Analyst (Portfolio Manager/ Strategist) with a TS/SCI clearance to support KPS and our government customer at Ft. Meade, MD. This position will be required to report onsite at the Ft. Meade, MD location 5 days a week. Some CONUS travel in support of the Government Customer may be required.We offer competitive compensation and an extraordinary benefits package including health, dental and vision insurance, 401K with company matching, flexible spending accounts, paid holidays, three weeks paid time off, and more.Koniag Professional Solutions currently has an opening for a Mid Program Analyst (Portfolio Manager) for the Defense Information System’s Agency (DISA).Essential Functions, Responsibilities & Duties may include, but are not limited to:
  • Assists with providing comprehensive program analysis and portfolio management support on behalf of the Government Customer
  • Assists with conducting portfolio health assessments, to include cost, schedule, and performance of specific programs within the portfolio.
  • Identifies issues and risks, and provides appropriate actionable strategies for mitigation.
  • Develops white papers and decision briefs for senior leaders.
  • Maintains cognizance of emerging technology developments and trends across Industry, Academia, and Government
  • Assists with developing and maintaining the portfolio database
  • Develops policies and business rules for implementing data-calls and assessments to inventory expenditures and investments
  • Assists with designing and executing data collection methodologies, performs quantitative and qualitative data analyses, and predictive modeling
  • Provides inputs into the Government Customer’s cost-estimation and risk assessment process to appropriately forecast costs for new projects
  • Assiss with developing metrics and key performance indicators for measuring the effectiveness of the portfolio
  • Composes well-written, data-driven reports, and preparing briefings for senior-level audiences
  • Prepares briefings, talking points, position papers, and appropriate correspondence in support of senior leadership’s interactions with interagency and DoD meetings as directed.
Requirements:
  • 5-9 years of related experience
  • Experience with technology portfolio management
  • Experience designing and developing innovative portfolio management databases and tools
  • Experience with DoD planning, programming, budgeting, and execution process
  • Experience developing policies, business rules, and procedures for managing a technology portfolio
  • Experience with business analytics, cost analysis, data analysis, economic analysis, cost modeling, data manipulation, and performance metrics
  • Experience designing and executing complex data collection methodologies and performing quantitative and qualitative data analyses
  • Strong facilitation skills and the ability to build relationships and interface with senior level leaders across the organization
  • Experience working with classified systems and environments
  • Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities
  • Proven stakeholder management and effective communication strategies with clients and senior management.
  • Ability to take a conceptual discussion and build a presentation to convey the message to senior leaders.
  • Strong technical writing and documentation skills
  • Advanced Sharepoint, MS Word and PowerPoint skills; proficient MS Teams, Excel and Outlook application skills
Education:
  • Bachelors’s Degree in a related field
Security Pre-Requisite:
  • To be considered, must have a CURRENT/ACTIVE TOP SECRET clearance with eligibility to obtain SCI access.
