Portfolio Management Specialist, MidKey Role:Provide strategic oversight and portfolio management analysis of Defense Business System (DBS) Information Technology (IT) investments within the Army Domain. Collaborate with the DBS system owners that rely on portfolio guidance and assistance to ensure business requirements, processes and outcomes are aligned with the business objectives. Facilitate the T&R Domain governance process and associated forums. Participate in working groups, process reviews, and program management reviews. Provide IT Investment portfolio management and governance support to manage the lifecycle of T&R Domain IT investments and ensure compliance with relevant Department of Defense or Army regulations, policy, and procedural guidance. Perform T&R Domain portfolio management responsibilities, to include management of Army Portfolio Management Solution (APMS) workflow registrations for the T&R Domain and coordination across mission areas and domains to ensure proper binning and integration of IT investments. Perform APMS oversight, administration and compliance for the T&R Domain. Support DBS certification requirements, to include annual Investment Decision Memorandum (IDM) portfolio administration, response to IDM tasks, and dissemination and coordination of the Domain’s response to annual portfolio review and DBS certification guidance. Develop, disseminate, and track domain Enterprise Task Management Software Solution (ETMS2) taskers. Support annual Organizational Execution Plan (OEP) and portfolio review brief submission and out-of-cycle certifications for the T&R Domain. Develop, staff, and submit reclama memorandums, T&R Domain IDM rationalization plans, and various domain briefs to the Army Business Council or other executive governance forums. Prepare senior-level presentations that communicate the as-is and the to-be T&R Domain portfolio states and that clearly demonstrate business value to be gained from improvements or investments.Basic Qualifications:
  • 3+ years of experience in a professional work environment
  • 2+ years of experience with IT portfolio management and governance within the DoD or Army
  • 1+ years of experience with DoD business or warfighting systems and data management
  • Experience with Army Portfolio Management Solution (APMS)
  • Experience with generating reporting using Oracle Business Intelligence Enterprise Edition (OBIEE)
  • Experience with using Microsoft Office applications such as Outlook, PowerPoint, Word, Excel, and Teams
  • Ability to work in a collaborative team environment
  • Secret clearance
  • HS diploma or GED
Additional Qualifications:
  • Experience with leading meetings and developing presentations for use by senior leaders
  • Knowledge of Army organizations, culture, and processes
  • Knowledge of Army enterprise data platforms and the Army Data Catalog (ADC)
  • Knowledge of DoD or Army policies and regulations for Army IT investment management
  • Knowledge of the Army Business Enterprise Architecture
  • Ability to work independently and be flexible to adjust to multiple demands, shifting priorities, ambiguity, and rapid change
  • Possession of excellent verbal and written communication skills, organizational skills, and data gathering and analytical skills
  • Top Secret clearance
  • Bachelor’s degree
  • PMP Certification

The projected compensation range for this position is $55,200.00 to $126,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
