We welcome applicants of any race, religion, or ancestry.For exact salary information please refer to the current salary schedule.DEFINITIONUnder general direction of the Director and Assistant Director of the Human Services Agency, to direct all administrative and fiscal services and directly related functions including fiscal planning and fiscal oversight for all welfare, mental health and social service programs; information technology planning and utilization; facilities management, utilization and operations, and administrative support functions; to oversee the organization and supervision of the work of staff in the Administrative Services Division; and to do related work as required.DISTINGUISHING CHARACTERISTICSThis is a top level management classification which has responsibility for assisting in planning, organizing, directing, managing, and supervising administrative and fiscal services in the Human Services Agency.REPORTS TOAssistant Director of the Human Services AgencyCLASSIFICATIONS SUPERVISEDAdministrative Services Manager, Department Fiscal Officer, Information Systems Supervisor, Transportation Supervisor and other classifications as assigned.ESSENTIAL FUNCTIONSAssist the Director in developing overall fiscal plans for the delivery of mental health and social services programs. Performs or supervises the following: budget planning, preparation and justification; revenue forecasting; development and administration of systems for fiscal control, monitoring and reporting; preparation of welfare administrative and assistance claims, and mental health, alcohol & drug annual cost reports; establishing costs and required resources for new programs, staff or services; service fee analysis and recommendation; preparation of applications and administration of grants or other funding source monies; preparation of a variety of reports, correspondence, contracts, and documents; interpretation and application of policies, procedures, and contracts; analysis of needs and arranging/coordinating provision of equipment, office space, supplies, and/or other resources for projects and programs. Guides subordinate managers/supervisors in a variety of supervisory and personnel actions; plans organizes, assigns and evaluates work; counsels employees, appraises performance, prepares documentation, and recommends discipline or performance recognition; interviews and recommends candidates for employment; plans, schedules, assigns evaluates and directs the work of staff; provides for employee training and development. Exercises general responsibility for proper records maintenance, report preparations and observance of casework standards; evaluates the effectiveness of current administrative procedures and practices; conducts research and develops long range departmental plans; ensures compliance with legal, licensing and Medi-Cal requirements; maintains relationships with state agencies and other County departments; represents the Human Services Agency within areas of expertise to other county departments, external agencies, and the public; acts for the Director in all matters to which assigned; and other duties as assigned.

- Effectively represent the Human Services Agency in contacts with the public, community organizations, and other government agencies.

- Prepare cost reports for Mental Health, and Alcohol & Drug Services programs

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:Education equivalent to completion of a Bachelors degree in Public Administration, Business Administration, Economics, Accounting, an applied social science, or a related field AND two (2) years in a full-time supervisory positionORA minimum of five (5) years of progressively responsible fiscal, administrative and accounting experience, in a county mental health department and or Welfare department.A Masters Degree is highly desirable.Special Requirements:Possession of, or ability to obtain, a valid and appropriate drivers license. TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 50 pounds; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX; ability to drive a motorized vehicle.TYPICAL WORKING CONDITIONS
Work is performed in an office environment; continuous contact with other staff and the public. The incumbent may be required to drive in remote areas of the county in all weather conditions.
