- Developing scopes of work for gov’t review/approval to address facility deficiencies and/or repairs, either as a stand-alone contract or a change order to an existing project.
- Providing budget and construction cost estimates and supporting documentation to process changes and/or in support of stand-alone statements of work for project approval by the gov’t.
- Providing technical and functional reviews of designs, plans, and specifications to ensure they are in alignment with best practices and applicable codes and unified facilities criteria. Projects for design review may or may not be in the local Tidewater area.
- Utilizing NEXCOM electronic project management system to develop, route, and document files, reports, and related project related documentation.
- Provide on-site inspection and oversight of contractor performance, ensuring execution in the field adheres to project parameters and approved plans/specifications. Advises gov't of any deviations for approval/changes.
- Represents NEXCOM equities/interests in the execution of construction projects.
- Maintain proper construction contract document files per contract standards.
- Make visits to project sites to obtain information on facility/site conditions and develop recommendations during project development.
- Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
- Prepare quality assurance plans and review and recommend approval/disapproval of the construction contractor's quality control plan.
- Bachelor's degree and 8 or more years of experience with similar scope and scale projects (e.g. Government and/or Department of Defense Military Construction (MILCON) construction projects)
- Must be a Registered Professional Engineer (RPE) or Registered Architect license
- Experience developing and revising budgets and filing reports.
- Ability to pass background check / finger printing for base access. Secret Clearance preferred.
- Ability to sit, stand, and/or walk in a construction environment for prolonged periods of time.
- US Driver’s license in good standing
- Reliable transportation with a vehicle fit for construction sites.
- Experience with Navy projects and/or NEXCOM electronic project management system desired.
