Our employees are not only part of history, they're making history.Northrop Grumman Defense Systems is seeking a Program Manager 2 to lead multiple programs within its Strategic and Mobile Command and Control (SMC2) Operating Unit. This individual will report to the Global Situational Awareness Business Area Manager. These programs support the development of Knowledge Management programs for multiple Intelligence Community (IC) customers.The selected candidate will be responsible for managing the NOVASTAR, IMD II, and LEIA task orders as a subcontractor to the various prime contractors we support on these vehicles. The primary emphasis will be developing and executing a growth strategy for customers within the INDOPACOM region while ensuring successful program execution across all programs. You will be responsible for developing and executing customer engagement plans aligned with OU objectives for growth. You will also need to identify existing NG technologies from across the corporation that can be used to meet warfighter needs quickly. The selected candidate should have an understanding of Congressional, Presidential, and Dept of Defense planning, budgeting, and appropriation processes to identify relevant needs aligned to NG core competencies and technologies for warfighters. The candidate should also understand National Defense Strategy and planning processes, military acquisition processes, and legislative affairs to identify areas of current and future program growth.Program Managers are responsible for coordination and management of all phases of execution, from inception (proposal development and initial product concept) through completion (contract closeout and product delivery). Primary responsibilities will include but are not limited to:
  • Lead and manage software/system development.
  • Establish, maintain, and expand strong customer relationships with open communication. This will include regular travel to customer sites.
  • Develop and execute a comprehensive growth strategy to increase profitable sales and market share.
  • Support capture activities and quote/proposal development.
  • Ensure successful management of program objectives including cost, schedule, and performance
  • Cultivate a culture of individual and organizational continuous improvement
  • Prepare and deliver contract deliverables and progress reports
  • Manage complex risks/issues and develop risk mitigation and corrective action plans
  • Develop and deliver presentations to customers, management, and program stakeholders
  • Execute on a variety of contract types (FFP, CPFF, T&M)
  • Negotiate and establish schedule milestones, payment, and other key contract terms and conditions.
Basic Qualifications:
  • Bachelors degree with 8+ years of experience or Masters degree with 6+ years of experience leading successful, complex programs with cross-functional teams. Will consider 12+ years of experience in lieu of degree.
  • Strong leadership background and the ability to lead diverse teams.
  • Experience developing and executing a product or business strategy and roadmap to drive profitable growth.
  • Demonstrated success in building and maintaining strong customer relationships, preferably with the DoD and US Government customers
  • Strong written and oral communication with experience presenting to customers and business leadership
  • Demonstrated success aligning teams, organizations, and employee resource groups to achieve a common goal.
  • Ability to address program uncertainty through an organized and analytical forward-looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages them throughout the lifecycle of the program.
  • Ability to apply knowledge, insights and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance.
  • Active Top Secret Clearance
  • Ability to obtain Sensitive Compartmented Information (SCI) eligibility
Preferred Qualifications:
  • BS or MS degree in a Business-related discipline
  • MA or MS with 10+ years of experience managing programs
  • International Experience
  • INDOPACOM Experience
  • Understanding of Congressional, Presidential, and Dept of Defense planning, budgeting, and appropriation processes to identify relevant needs aligned to NG core competencies and technologies for warfighters.
  • Understanding of National Defense Strategy and planning processes, military acquisition processes, and legislative affairs to identify areas of current and future program growth.
  • An active Top-Secret clearance with Sensitive Compartmented Information (SCI) eligibility
  • PMI PMP certification
  • Capture planning and proposal development experience
Primary Level Salary Range: $156,500.00 - $234,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
