JOB DESCRIPTION: TALENT ACQUISITION SPECIALIST
Overview
Allegheny County Department of Human Services relies on more than 1,000 staff positions to deliver high quality services and meet urgent community needs. The Talent Acquisition Specialist is a new role developed to help DHS recruit top talent and meet its hiring targets for key positions. The position will be responsible for generating interest from talented candidates in a broad range of human services roles – including direct service, program management, research and analytics, finance, and HR; and developing a pipeline of diverse, high-performing talent through effective communications, outreach and relationship management.
Responsibilities
  • Develop and manage relationships with recruitment sources such as local universities
  • Cultivate and maintain a schedule of recruitment opportunities and coordinate DHS’s presence at these events
  • Leverage communication tools (social media, Constant Contact, website, etc.) to drive interest in DHS talent pipeline opportunities, in collaboration with DHS communications team
  • Manage the internship hiring process by posting job descriptions, screening applicants, and being the liaison between applicants, hiring managers, and Human Resources
  • Partner with hiring managers to understand current and upcoming needs and priorities to develop recruitment strategies and assist with candidate search and evaluation
  • Ensure a positive internship experience by coordinating group activities and professional development opportunities, and by providing ongoing support to interns and intern supervisors
  • Manage and analyze data related to internship program and talent pipeline, such as intern contact information, graduation dates, areas of interest, and referral sources
Qualifications
  • Bachelors degree and 2+ years of experience in recruitment, program development and/or performing activities similar to those outlined above; Masters degree preferred.
