AKBCU: No ICPA: NoGeneral Functions:The Technical Lead - Electronic Health Records serves as the technical subject matter expert for CITC's CareLogic Electronic Health Record (EHR) system, working collaboratively with the Product Manager to ensure optimal system performance and clinical alignment. This position is responsible for translating business requirements into technical specifications, implementing system configurations, and maintaining the CareLogic platform to support the organization's clinical and reporting needs. Working in partnership with our people, this role helps develop opportunities that fulfill our endless potential by ensuring healthcare technology systems effectively serve the Alaska Native and American Indian community. The position requires strong technical expertise, healthcare workflow knowledge, and the ability to collaborate across departments to drive system optimization and compliance.Duties and Responsibilities:
  • Serve as the technical subject matter expert on CareLogic EHR system, providing guidance and support to the Product Manager and clinical teams.
  • Collaborate with Product Manager, Revenue Cycle Manager, and business Subject Matter Experts to gather requirements and translate them into technical specifications.
  • Configure, maintain, and optimize the CareLogic platform to align with strategic direction and clinical needs.
  • Lead technical assessments, testing protocols, and issue resolution for EHR-related projects and enhancements.
  • Create and maintain clinical and financial reports to support CITC operations and meet state, federal, and private grant requirements.
  • Manage system administration functions including user access, role configuration, permissions, and system settings.
  • Ensure compliance with data security, privacy standards, and healthcare regulations including HIPAA and 42 CFR Part 2.
  • Document system configurations, technical processes, and procedures to maintain organizational knowledge base.
  • Collaborate with IT, Product Support Team, and CareLogic vendors on technical problems, integrations, and system optimizations.
  • Execute change requests and complete small to medium technical projects following EHR Change Management Process.
  • Provide backup system administration support for third-party integrations and assist with EHR-related billing processes.
  • Participate in user group meetings and conferences as the technical representative for CITC.
  • Stay updated on trends in behavioral health EHR technology and recommend improvements.
  • Actively participate in privacy training and protect patient information in accordance with clinic policies and federal/state law.
  • Perform all related duties as assigned.
Job Specifications:
  • Strong technical expertise in CareLogic architecture, configuration, and customization capabilities.
  • Ability to synthesize technical and business requirements and produce well-written documentation.
  • Understanding of clinical systems processes including planning, analytics, reporting, and implementation.
  • Excellent problem-solving skills with ability to evaluate systems and draw sound technical conclusions.
  • Familiarity with behavioral health documentation, workflows, and procedures.
  • Strong collaboration skills with ability to work positively with Product Support Team and business SMEs.
  • Time management skills with ability to prioritize tasks and work effectively under pressure.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Adaptability and eagerness to take on new technical challenges with willingness to expand skills.

  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Bachelor's degree in Health Informatics, Health Information Technology, or related field. Relevant work experience may substitute for the education requirement on a year-for-year basis.
  • Two (2) years of experience in a clinical setting.
  • Experience working with SAAS applications.
  • Strong technical background with healthcare information systems.
  • Advanced analytical and problem-solving skills.
  • Advanced Microsoft Excel skills.
  • Experience developing reports using report writing tools and data visualization products.
  • Experience in the configuration and administration of electronic health record systems.
  • Strong oral and written communication skills.
Preferred Qualifications:
  • Experience with CareLogic EHR system configuration and administration.
  • Familiarity with behavioral health clinical workflows and documentation requirements.
  • Experience with new feature implementation.
  • Experience with clinical reporting tools for operational and state, federal, and private grant requirements.
  • Experience in supporting a behavioral health organization.
  • Knowledge of HIPAA and 42 CFR Part 2 regulations as they pertain to EHR systems.
  • Demonstrated ability to work collaboratively with product management teams.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
