About this JobSection 23 - Real Estate23/153648/ROWSUPV/08.27.25About This Position: This position involves highly responsible work under the broad supervision of a Right of Way Manager and is responsible for LA DOTD right of way projects managed and worked by right of way consultants and Right of Way Section employees, in furtherance of the Department Statewide project development and contract letting goals. Supervises consultants and lower-level Right of Way personnel on a project basis.Participates in the development of acquisition, relocation and property management policies and practices; participates as a member on a statewide committee to evaluate and select ROW consultants and other providers of third party services. Participates in the education and training of new hires and lower-level professional staff statewide. This position requires regular contact with the public, property owners, consultants and the following LA DOTD Sections: Road and Bridge Design, Construction, Environmental, Planning, Project Management, Property Control, Utilities, and Audit. Superior knowledge of all aspects of appraisal and right of way acquisition processes along with rules, regulations and policies governing right of way is essential. Statewide and overnight travel is required. Must maintain a valid Certified General Real Estate Appraisers license. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.Minimum QualificationsSeven years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; ORSix years of full-time experience in any field plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; ORA bachelor's degree plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal.EXPERIENCE SUBSTITUTION (AGENT OPTION ONLY):
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.   • Directs and manages the Region 2 Right of Way Office located in Alexandria.
  • Participates in the development of acquisition, relocation, and property management policies.
  • Manages and supervises all activities of a staff of right of way agents.
  • Requires regular contact with the public, property owners, and consultants.
  • Responsible for the everyday operation of a Regional Right of Way Office including making sure the facility is kept up and maintained, that the office equipment is always maintained and operating properly, and that the office is always supplied with the necessities for proper operation.
