The Richmond Behavioral Health Authority is seeking a Controller to join our Finance team! This incubent will be able to perform complex professional work managing the Finance Division, including accounts receivable, accounts payable, Medicaid reimbursement, payroll, and general accounting; ensure timely closing and reconciliation of significant accounts to assure timely and accurate financial reporting, manage accounting systems and software controlling paperless invoices, electronic timesheets, and budgeting; and related work as apparent or assigned. Assist the CFO with the design, implementation and monitoring of internal controls. Monitor and update policies and procedures related to financial systems and programs. Reports directly to the CFO.Essential Functions
  • Manages the Finance Department in order to ensure records are complete and supporting of required financial reporting.
  • Manage department in compliance with the Department of Behavioral Health and Developmental Services performance contracts, GAAP, and the Code of Virginia.
  • Ensures completion of work papers and reports; ensures completion of the annual audit.
  • Ensure books and records are complete, reconciled and support required reports.
  • Prepares ad hoc financial reports for executive leadership and the CFO.
  • Collaborate with the Financial Reporting Analyst and Authority Officers and division directors with monthly, quarterly, annual reporting, regional reporting, federal funds reimbursement, grant drawls, budgeting, researching of accounting transactions and other issues as needed.
  • Assist the CFO with review and approval of weekly accounts payable vouchers and bi-weekly payroll registers.
  • Meets with accounting software consultants in person or via telephone conference calls.
  • Participate in analytical assessment financial performance.
  • Participate in meetings with the finance committee, revenue cycle managers, Virginia Association of Community Service Boards, other ad hoc committees and as directed by the CFO.
  • Perform additional duties as directed by the CFO.
Knowledge, Skills and AbilitiesComprehensive knowledge of the principles and practices of accounting and budgeting as applied in a healthcare setting; comprehensive knowledge of the principles underlying general laws and administrative policies governing Authority practices and procedures; thorough knowledge of modern office practices and of standard office and accounting equipment; thorough knowledge of audit practices; ability to plan, organize and direct the work of subordinate employees; ability to prepare complex financial reports; ability to analyze and evaluate complex financial systems; ability to communicate ideas effectively both orally and in writing; proficient in technology use and communications for sharing data and information; ability to establish and maintain effective working relationships with associates, subordinates, State agency representatives, consultants, contractors, community partners and the general public.
Position RequirementsEducation and ExperienceBachelor's degree with coursework in accounting or related field and extensive experience directing and supervising accounting functions and community services financial operations including considerable supervisory experience, or equivalent combination of education and experience.Physical RequirementsThis work is sedentary and requires little to no exertion of force; worker is frequently sitting, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires repetitive motions; work has no special vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).Special RequirementsMaster’s Degree in Accounting or Business Administration preferred, Certified Public Accountant or Certified Management Accountant preferred.Full-Time/Part-Time Full-Time

Starting Salary Range $101,386.76
