ProcurementGeneral Summary:Qualcomm is seeking an experienced Procurement/Sourcing Manager for Marketing Category. You will monitor industry trends and business requirements, consulting with the business to identify and deploy best practices in procurement, category management, and supplier management. You will collaborate with various business groups including but not limited to Marketing, Government Affairs, Sales and cross-functional teams like Contracts, Legal, Finance, and Compliance to maximize company value, optimize the respective category's budget, and mitigate risk. You will align with internal stakeholders to identify their needs and requirements. You will identify potential service and product suppliers who can deliver the best value to Qualcomm and satisfy project goals and objectives. You will manage the supplier sourcing process for both services and products. You will engage, analyze, and evaluate supplier responses (e.g., RFP) according to category data, market data, should-cost models, and other analytics for accuracy, competitiveness, and completeness. You will conduct negotiations with suppliers to ensure the lowest total cost of ownership while achieving mutual goals, benefits, and objectives. You will manage supplier contracts including reviewing and ongoing relationship management activities.Minimum Qualifications: • Bachelor's degree in Business, Operations, or related field.
- 6+ years of industry-specific experience in Procurement, Operations, or related work experience.
- Utilize current industry trends, data analysis, third-party supplier spend data, and internal requirements to develop strategies that proactively identify optimization opportunities to assist the Business Team in meeting their goals.
- Support and drive the execution of strategic sourcing plans and supplier spend management strategies, including handling complex sourcing projects and contract negotiations that optimize value to the company.
- Develop strong collaborative relationships with key business partners to understand their needs and become a trusted partner in strategically managing their spend and supplier relationships.
- Establish supplier positioning and manage strategic relationships with key suppliers, influencing their processes, resource decisions, performance management, and policies to create mutually beneficial and sustainable partnerships.
- Develop strong internal partnerships across Indirect Procurement, Finance, Operations, Stakeholder, Compliance, and Legal teams.
- Maintain accurate and complete records, work with various business groups to simplify processes, and contribute to the implementation, planning, and change management of process improvement initiatives across Indirect Procurement.
- Ensure adherence to procurement policies and manage the remediation and resolution of sourcing issues and escalations. Provide regular communication and training on procurement processes and systems to stakeholders and suppliers.
- Act as a procurement subject matter expert in consulting with the business to identify, develop, and deploy best practice procurement, category management, and supplier management.
- Demonstrate strong knowledge and skills in developing accurate Statements of Work and/or other governing agreements.
- Develop and maintain a collaborative relationship with the Contracts Team to ensure agreements follow Qualcomm legal protocols and business objectives/timelines are satisfied.
- Lead sourcing-related activities for the marketing category, manage the support team to achieve company and department goals and objectives.
- Develop category strategies, establish and formalize engagements with the supply base for the marketing category, and manage stakeholder and supplier relationships.

- Manages multiple teams and projects cross-functionally; develops, supports, and contributes to the category strategy based upon their expertise in their category and inputs from various stakeholders and the supply base.
- Leverages deep technical expertise to identify trends, perform supply market and financial health analysis, and define future solutions by contributing to discussions on the short-and long-term strategic direction with senior stakeholders about market and supplier trends that enable teams to conduct cost modeling and negotiations.
- Guides multiple teams to implement high-impact go-to-market procurement strategies across cross-functional business units.
- Manages and oversees the creation of detailed supplier selection criteria specifications to obtain products or services that are aligned with stakeholder needs and project goals across cross-functional business units.
- Guides teams to apply established methods, training, and processes for sourcing mechanisms, reviewing supplier feedback and responses; communicates clear expectations and outcomes for selecting appropriate suppliers.
- Guides team members to develop robust negotiation strategies and create supplier relationships (e.g., initiation, negotiation of commercial and other legal terms, contract fulfillment); oversees supplier activities to ensure alignment with organizational objectives.
- Makes decisions that have implications across sites as well as global implications; decisions reflect broad knowledge of functional areas and strategies.
- Works with high-level representatives from other functions to develop, integrate, and/or execute large initiatives.
- Reviews assigned projects and determines the level of analyses and associated work that needs to be conducted in order to address these project deadlines and assigns projects throughout the team accordingly; reviews performance data and determines if escalation of issues to senior leadership is needed.

- Master's degree in Business Administration, Engineering, or related field.
- 3+ years of experience working in a large matrixed organization.
- 2+ years of work experience in a role requiring interaction with senior leadership (e.g., Director level and above).
- 1+ year in a leadership role with or without direct reports (only applies to positions with direct reports).
- Experience developing and executing strategic sourcing category plans.
- Experience working in a high-growth, fast-paced environment.
- Understanding of various international markets and experience managing and navigating the complexities of global sourcing strategies.
- Familiarity with relevant software or technology used in sourcing and procurement.
- High emotional intelligence with an ability to balance sustained levels of workload in a fast-paced environment; exceptional communication skills are required.
- Certifications or advanced degrees in procurement, supply chain management, or a related field are a plus.
