- Oversees the technical and operational support of government missions and critical incidents
- Define and oversee the program's technical and operational objectives, scope, and success criteria in alignment with organizational goals
- Develop a detailed program roadmap, outlining timelines, milestones, and deliverables. Identify dependencies between projects and ensure they are managed effectively
- Coordinate efforts, monitor project progress, add address issues across project managers and teams to ensure consistency and collaboration
- Ensure risks are identified, tracked, and mitigated throughout the program lifecycle. Act as the escalation point for issues that cannot be resolved at the project leve
- Develop and manage the program resources (budget, personnel, tools), ensuring costs are controlled and aligned with financial goals. Identify resource gaps and work with leadership to address them
- Establish clear communication channels across teams, projects, and stakeholders.
- Works closely with stakeholders to understand the government’s requirements for infrastructure, applications, and services
- Provides plans, progress reports, metrics, and regular updates to detail the efficiency, effectiveness and reliability of infrastructure, applications, and services
- Understand strategies and movements of other government agencies and advises on multimedia exploitation where efficiencies can be gained
- Maintains relationships with government customers, operational users, and their partners
- Ensure knowledge sharing and documentation for future reference
- Act as the central point of contact for all program-related communication
- Minimum of 7 years of technical experience in software engineering
- Demonstrated experience managing petabyte-scale, complex technology programs, preferably within the government or law enforcement sectors
- Knowledge of the operational environment in Digital Forensics, Data Recovery, Forensic Tools, Mobile Digital Forensics, Legal Process, Video Capture, Case Management techniques and analysis
- Knowledge of database and storage systems with NoSQL databases like Cassandra or MongoDB for large-scale document storage and object storage system using Azure, AWS, Ceph
- Knowledge of data technologies like Apache Kafka, Spark, Elasticsearch, Solr
- Knowledge of cloud-native technologies and containerization such as Docker, Kubernetes for deployment and orchestration
- Knowledge of backend and Cloud sServer environment and Data Center Infrastructure and compliance
- Bachelor’s or Master’s degree in Cybersecurity, Computer Science, Information Technology, or related field
- PMP (Project Management Professional) certification
- Understanding of federal cybersecurity guidelines, including compliance with Executive Order 14028 and other relevant regulations
- Program management experience in a technology or government contracting environment, GOTS and COTS tool management within a secure environment
- Proven ability to lead multidisciplinary teams and manage cross-functional projects involving software development, cybersecurity, and IT infrastructure
- Experience with budgeting, forecasting, and financial management of technology programs
- Agile Certifications, preferred
- Strong knowledge of SAFe/agile methodologies software development life cycles, and modern project management tools and techniques
- Excellent communication, negotiation, and stakeholder management skills
