The Program Manager (SME) provides technical leadership, strategic oversight, and subject matter expertise in the modernization of logistics data systems for the USCG SFLC. This position ensures all contract requirements, deliverables, and standards are achieved. The SME will be the principal advisor to both the government and RedSky’s team on best practices, risk mitigation, compliance with DHS/USCG enterprise architecture, and execution of project objectives.Benefits:

Key Responsibilities:
  • Serve as the senior technical interface between the contractor and the USCG, providing guidance on modernization strategy, enterprise architecture, and program execution.
  • Lead and advise on the development of project plans, including performance management, quality control, risk mitigation, configuration, and schedule management.
  • Oversee milestone planning, documentation, and the achievement of critical deliverables (Discovery Assessment, Migration Plan, API Integration).
  • Advise on technical issues related to low-code platform adoption, database migration, API development, and data governance.
  • Ensure compliance with Section 508 requirements, cyber and supply chain security, and records management per DHS/USCG policies.
  • Convene and participate in project reviews, risk assessments, and regularly brief the government on progress, blockers, and corrective actions.
  • Mentor and develop RedSky staff to maintain expert knowledge in program execution and new technology trends.
Minimum Qualifications:
  • Master’s degree in Information Systems, Computer Science, Engineering, or related field (or equivalent experience).
  • Minimum 10 years’ experience in IT program management, with at least 5 as a subject matter expert in large-scale federal modernization initiatives.
  • Demonstrated experience in DHS, DoD, or comparable environments with direct responsibility for technical compliance, stakeholder engagement, and program management.
  • Proven expertise in software development lifecycle, agile project delivery, and enterprise software/platform modernization.
  • Strong working knowledge of Section 508, federal data management, cybersecurity, and supply chain standards.
  • Excellent communication and stakeholder management abilities.
