
Materials Engineering and Testing Services (METS) Representatives / Task Order Manager

- Work as a team leader in coordination with and under the supervision of the Caltrans Senior Engineer
- Represent Caltrans as the Materials Engineer for a District
- Regularly liaise and develop relationships with Caltrans Construction Contract Managers (e.g. Resident Engineers and Structures Representatives) and their assistants
- Train and coordinate with Caltrans METS inspectors for critical structural items (precast concrete, structural steel, and coatings)
- Train and coordinate with other Caltrans METS material engineers, inspectors, laboratory staff, scientists, and managers including subconsultants
- Coordinate work to ensure projects are properly managed in coordination with the contract manager to ensure task order work product meets both client's needs and Kleinfelder's standards
- Manage budgets and lead project and service delivery teams
- Provide administrative and technical leadership and guidance for staff on site at collocated locations
- Assist with recruiting, interviewing, and leading onboarding staff to the contract team
- Sort through complex issues by seeking input from others to address the root cause of issues.
- Make timely decisions, and use consensus, when possible, to communicate decisions to others
- Create and manage budgets, as well as forecasting expenses
- Review shop drawings, concrete mix designs, test reports, and other materials submittals
- Respond to Requests for Information (RFI) regarding materials
- 10-20% travel (local and nationwide)
- Prepare technical reports as necessary
- Support audits of authorized fabricators
- Participate in and lead meetings as appropriate
- California PE (required)
- 5 years of experience with materials engineering, special inspection, or construction management and/or other construction-related engineering services
- 5 years of experience working with structural steel, precast concrete, cast-in-place concrete, pavement materials, structural design, bridge construction and/or pavement construction
- 5 years of task order management level experience, including responsibility for direct client interaction, as well as the ability to plan, organize, execute, and direct various size projects
- 5 years of supervisory/management experience required, managing a team of 5-8 employees, setting employee goals, monitoring performance, providing regular feedback regarding performance, mentoring and ensuring employee compliance with company policies.
- NACE certifications or coating experience preferred (on the job training available)
- CWI certification or welding experience preferred (on the job training available)
- ACI and PCI certifications or experience with precast concrete preferred (on the job training available)
- Proficient with Microsoft Suite of programs (Word, Excel, Office)
- Proficient with BlueBeam Revu
- Have strong verbal communication skills and ability to organize, prepare for, and facilitate weekly meetings
- Good organizational skills
- Flexible and adaptive to changing priorities, deadlines, and direction in a dynamic work environment. Understanding of industry Quality Control and Quality Assurance practices
- Familiar with Caltrans specifications
- Comfortable with reading and interpreting plans, specifications, and applicable codes (e.g. ASTM, AWS)
