- Bachelor's degree in a related field or equivalent work experience
- Five (5) years of health plan experience and knowledge of Medicare and Medicaid products (including delivery, financing, benefit design, administrative)
- Demonstrated ability to effectively establish and maintain collaborative working relationships with peers and management at all levels of the organization
- Regulatory guidance and interpretation experience specific to marketing and required member materials
- Ability to operate in a high degree of independence in the execution of agreed-upon strategies
- Excellent coaching and team leadership skills
- Excellent organizational, problem-solving and communication skills with demonstrated ability to present and explain complex information clearly
- Working knowledge of state programs, health care reform and health plan operations
- Ability to oversee projects and manage the work of others
- Ability to represent product and HealthPartners both effectively and favorably
- Aptitude for systems and process improvement
- Proficiency in Microsoft Office suite of products
- Previous supervisory experience is strongly preferred.
- Experience collaborating with state and/or federal regulators.
- Experience overseeing/leading projects.
- Monday - Friday; core business hours
- Works in a hybrid capacity, with a preference for local candidates to support occasional onsite meetings and collaborative workgroup sessions.
- Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward and review performance of employees. Ensures compliance to organizational and departmental policies and procedures.
- For materials, manage the relationship between business partners and Government Programs as well as defines and execute the process and roles and responsibilities between Medicare and State Public Programs (Medicaid) teams to support materials.
- For regulatory communications, manage the overall communication process and ensure coordination between Government Programs subject matter experts and business partners, as defined by roles and responsibilities.
- Responsible for strategic and tactical management of processes within team, department and business partners. Manages to the goals of accurate and timely materials and communications in regulatory compliance.
- Responsible for expertise with Federal and State material and marketing requirements applicable to HealthPartners product offerings and provide consultation and business support.
- Serve as link between Medicare and SPP teams and other internal departments with regulatory communications and regulatory reviews of materials.
- Lead coordinators who provide tactical support for materials and regulatory communications.
- Ensure documented policies and procedures, work instructions, operating assumptions, project plans and other necessary documentation is created, updated and retained in accordance with the record retention policy.
- Participate with Government Programs leadership on decision making and policy setting regarding Government Programs products.
- Provide feedback on proposed federal and state statutes, regulations and agency guidance in partnership with Government Programs leadership and Government Relations.
- Represent HealthPartners at appropriate external meetings with state and/or federal regulators, trade associations, brokers, advocacy groups, and others.
- Perform other duties and responsibilities as assigned.
