We are currently recruiting for a Procurement Specialist to join our team who values our agency's focus and organizational excellence.Position Summary:Under general direction, provide purchasing, procurement, and contracting services as defined by Metro West Housing Solutions (MWHS) policies and procedures.Core Responsibilities:
Performs procurement and buyer duties, including but not limited to:
Procurement and purchasing duties for a wide variety of commodities, services, construction, and maintenance projects throughout the agency.
Works with departments to develop complex bid and Request for Proposal (RFP) documents, preparing specifications, overseeing the selection processes, reviewing contracts, and ensuring compliance with MWHS policies and HUD regulations.
Works with staff, project managers, engineers, vendors, suppliers and architects as needed.
Coordinates the development and monitoring of proposed work plans for procurement and purchasing activities.
Working with the Director of Finance, investigates any allegations of impropriety in purchasing and or contracting activities.
Interacts with vendors and contractors to provide information, answer questions, and resolve problems.
Assists in reviewing invoices to ensure that they are in compliance with MWHS policy, including review for appropriate approval; vendor, site, and general ledger coding, including proper signature approvals.
Assists in reviewing and reconciliation of vendor statements as needed to ensure that invoices are paid timely. Verifies accuracy of vendor and contract purchase order information.
Research new technology and equipment and makes purchasing recommendations to staff on various types of equipment and supplies.
Obtains annual bids for maintenance related items.
Evaluates and co-ordinates with other governmental entities to utilize RFPs or contracts when beneficial.
Assists staff with processing purchase orders, expediting orders, and problem solving related to deliveries, invoices, exchanges and returns, changes in prices, construction change-orders and damaged merchandise.
Qualifications:Associate's degree in Business or a related field or an equivalent combination of education and experience. Bachelor's Degree in a related field preferred.At least three years' experience working in a decision-making procurement or purchasing function. Experience in government procurement administration and use of HUD Procurement Handbook 7460.8 Revision 2 preferred.NIGP-CPP Certification.
