This multi-faceted role requires a blend of business development, capture management, project management, and strategic and critical thinking skills. The ideal candidate has experience with the federal procurement process from strategic positioning through proposal submittal, is a driven professional who embraces challenges, and demonstrates business acumen and the ability to manage complex procurements processes. This position is located in one of our corporate offices (Oak Ridge, TN; Tempe, AZ; Cincinnati, OH). Remote candidates that are highly qualified will be considered.Primary ResponsibilitiesResponsibilities include:
Strategically assessing and building opportunity pipelines for the federal environmental market
Leading multiple, concurrent pursuits in various stages of the federal procurement process
Conducting customer, competitor, and market research to develop opportunity pipelines
Leveraging industry relationships to identify and negotiate with potential teaming partners
Engaging directly with clients, potential clients, teaming partner, subcontractors, and vendors
Building teams consisting of teaming partners and/or subcontractors for specific bid opportunities
Collaborating with company leadership, functional departments, and proposal teams to manage and lead capture-related activities from opportunity identification to award
Developing capture plans, win themes, and competitor analyses
Executing the capture plan that includes technical, management, past performance, pricing strategies, and win themes
Leading challenge teams, go/no-go and bid/no-bid meetings, and color team reviews
Analyzing and synthesizing technically complex data to write sales material that communicates the strategic message primarily for federal government customers and pursuits
Creating compliance/assignment matrices, storyboards, annotated outlines, proposal sections, marketing materials, presentations, qualification statements, fact sheets, and related documents as required
Performing additional duties as assigned
Job Knowledge/Qualifications
Experience with and knowledge of the federal procurement process
Ability to perform capture planning and lead capture teams to develop response strategies
Critical thinking skills with ability to read, understand, and communicate technical requirements
Knowledge of clients, competitors, contracting mechanisms, industry trends, and business development processes
Ability to work with diverse teams to understand client needs, challenges, and drivers; the competitive landscape; teaming partner needs and opportunities; outside influences; and our key differentiators

Required Education and Experience
Bachelor’s degree in related field
5-8 years of experience leading capture and proposal development for federal government pursuits plus knowledge of the federal government procurement process is required.
