DescriptionWe are seeking Data Disseminator (IO Cell) Engineers at all levels of experience (Junior thru Senior and SME) to support the United States Army Pacific Command (USARPAC) Task Order (TO). We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).These positions are contingent upon contract award expected Summer 2024 and will be located in Hawaii.The Data Disseminator Engineer plans, develops, manages, and supports integration of all Army Multi INT data into Army Intelligence Data Platforms. Provides Multi INT and IO Cell Data Operations activities for furthering worldwide information requirements through the identification, aggregation, and dissemination of Army, DoD, Intelligence Community, and Mission Partner Multi INT reporting; Non-Governmental Organization products; unstructured and structured data from publicly available and commercially available databases/sources; and other sources as determined by the Government. Identifies any IO Cell products for dissemination to appropriate unclassified and classified domains. Disseminates IO Cell products and PAI across various computer networks that are relevant to U.S. Army and joint/interagency/coalition partners.Duties:
  • Processes National Security Information on approved information systems.
  • Ensures that data requested by the customer is transferred from system to system in a timely manner to support the customer's mission.
  • Ensures all government mandated requirements associated with data transfers are implemented and functional.
  • Conducts analysis and collaborate with SMEs in the planning, design, development, and use of IO Cell electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting.IO Cell end products may be special use, customized, or commercial software.
  • Analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares IO Cell operating instructions.
  • Provides dissemination and integration of all available intelligence and information sources to present, distribute, and makes available information/environmental content that enables decision-making, target development, and situational awareness to include: 1. Data transmission ; Data visualization; Data access; and Data translation.
  • Gathers feedback from intelligence consumers to determine if the requirements are being satisfied and revises intelligence requirements based on feedback received to identify issues, minimize information gaps, and mitigate capability shortfalls.
  • Develops intelligence Measures of Performance (MOPs) and intelligence Measures of Effectiveness (MOEs).
QualificationsEDUCATION AND EXPERIENCE:
  • Bachelors degree and five (5) years' experience; Four (4) years' additional experience may be accepted in lieu of degree.
  • There may be positions available at all levels 0-20+ years experience
DESIRED:
  • Command or joint level experience for Senior or SME hires
  • Post graduate degree in associated field of study for Senior or SME hires
CLEARANCE REQUIREMENT:
  • Must have an active TS clearance to start work
  • Must be able to obtain a TS/SCI
