
Organizational Change Manager

- Create and implement a comprehensive change management strategy tailored specifically to implementing technology, such as an early intervention system, within the Minneapolis Police Department. The strategy must address cultural, operational, and organizational readiness, and align with the overall project goals and timeline.
- Create and maintain a plan for identifying, engaging, and managing stakeholders at all levels within the Police Department, as well as relevant stakeholders throughout the City of Minneapolis entity.
- Identify potential areas of resistance to the implementation of the new system, including cultural, technical, and procedural barriers. Develop and execute targeted strategies to proactively address and overcome these challenges.
- Support the integration of the various implementation projects by identifying overlaps and streamlining initiatives where necessary to create an efficient and effective process.
- Incorporate Human-Centered Design concepts to ensure that services, solutions, or systems are developed with a deep understanding of our users' needs and experiences.
- Provide regular progress reports to department and city leadership. Reports must be clear, actionable, and aligned with key project milestones.
- Develop a sustainment plan to support long-term adoption and continuous improvement of the implemented technology systems.
- Proven experience leading organization-wide change management initiatives, particularly related to the implementation of new technology in large organizations of 500+ employees
- Experience working effectively with multidisciplinary stakeholders, including executive leadership, frontline staff, technical teams, and external partners
- Experience coordinating closely with IT and technical project teams to align change management activities with system development, testing, and deployment phases
- Strong understanding of how to align change management activities with overall project management milestones
- Experience using project management tools for reporting progress
- Public safety experience is a plus, but not required
- Professional certifications in change management are a plus but not a requirement
