About Our JobWho We AreThis is a limited position, contingent on the availability of U.S. Department of Homeland Security grant funding. Funding has been secured for the position through August 31, 2026.What We OfferThe City and County of Denver, Mayor's Office of Emergency Management (OEM), is seeking a Grants and Finance Manager to perform professional level work including the oversight of all financial and administrative operations of the office to include OEM’s general fund budget management of multiple Federal and/or State grants including the Denver Urban Area Security Initiative (UASI) grant, the Securing the Cities (STC) grant, Emergency Management Performance Grant (EMPG) and others. Management of these grants includes researching, application, implementation, administration, and development of program activities related to the grants. Provide technical expertise to program staff, other agencies, the community, and program participants. Additionally, this position will serve in the City’s Emergency Operations Center (EOC) during training, exercises, and real-world emergencies.Denver OEM's mission is to lead Denver's emergency management efforts to cultivate safe, prepared, and resilient communities. Denver OEM is responsible for coordinating the City and County of Denver's efforts in preparing, mitigating, preventing, responding to, and recovering from all natural, technological (man-made), terrorism, and intentional hazards and threats impacting Denver's residents, businesses, and partners. Denver OEM conducts operational support, planning, training, exercises, and community outreach to assist and prepare residents, government agencies, businesses, and private/non-profit organizations prior to, during, and after a local emergency or declared disaster.Denver OEM manages the Denver UASI and STC grants. These grants are Department of Homeland Security grants. The UASI grant is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach. The STC program seeks to reduce the risk of a successful deployment of radiological or nuclear weapons against major metropolitan areas in the United States. Through the STC program, DHS provides radiological and nuclear detection equipment, training, exercise support, and operational and technical subject matter expertise through cooperative agreement grants.The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $120,000- $130,000.00 We also offer generous benefits for full-time employees which include but is not limited to:

LocationThe City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you are expected follow the City and County of Denver’s model of 3 days in the office and 2 days remote. Employees must work within the state of Colorado on their off-site daysAbout YouOur ideal candidate has some or all the following experience, skills, and characteristics:
  • Experience and knowledge of municipal government budget, accounting, and financial management systems and fiscal accountability rules.
  • Experience managing Federal and State grant programs. Prefer experience with or knowledge of U.S. Department of Homeland Security grant programs such as the UASI, State Homeland Security Grant Program, and/or Emergency Management Performance Grant. Knowledge of the Code of Federal Regulations (CFRs) and Federal Office of Management and Budget (OMB) circulars.
  • Project management experience. Project Management Professional (PMP) certification or similar desired.
  • Experience with emergency management, homeland security, public safety, or a related programs.
  • 5 years’ experience in grant management, financial or administrative management, or emergency management.

  • Education: Bachelor's Degree in Public Administration, Management, Business, Accounting, or a related field.
  • Experience: Three (3) years of full performance professional level experience developing, implementing, and administering programs. (Some positions may require experience in a specific program area.)
  • Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
