Job Description:POSITION SUMMARYThis position is responsible for assisting the Director of Security / Facility Security Officer with the day-to-day responsibilities of implementing and maintaining the Company’s Security and Industrial Security Programs.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.· Industrial Security Managemento Manage receipt, dispatch, and inventory of classified materialo Conduct annual self-inspections in accordance with NISPOM requirementso Conduct security investigations and prepare reports specifying preventative actionso Manage visitor requests through the Defense Industrial Security System (DISS)o Manage personnel actions in DISS and NBIS, to include background clearance investigations and personnel ownershipo Maintain current data in DISS, and NISSo Conduct initial and refresher NISPOM-required training and debrief personnelo Complete U.S. Person verificationso Assist with technology control compliance reviewso Generate Security department reports as requiredo Assume additional security responsibilities as appropriate or required· Physical Access Control Oversighto Manage the Company’s Plant Protection Plan and Access Control Plan in accordance with contractual requirementso Oversee daily activities of the shipyard contract security forceo Manage the access control system databaseo Oversee enforcement of the parking policyo Manage the visitor management systemo Support VIP visits and special events· Assist the Insider Threat Program Senior Official (ITPSO)o Serve as the Company’s back up ITPSOo Assist in the development and functions of the Insider Threat Program in accordance with NISPOM requirementso Assist in Identifing key Insider Threat team memberso Convene periodic Insider Threat team meetingso Conduct Insider Threat investigationso Provide required Insider Threat awareness training· Technology and Operations Controlo Develop and monitor compliance with necessary Operations Security (OPSEC) planso Assist the Technology Control Officer in drafting Technical Assistance Agreements (TAA)o Provide Company employees guidance in adhering to the limitations of approved TAAso Develop and monitor Security Officer Standard Operating Procedures in accordance with contractual and operational requirementso Provide review of background investigations in support of employee access to government-owned computer systems· Security Operations Managemento Manage departmental budget for Security expenseso Oversee and monitor the security force contract to include negotiations, staffing concerns, and processing of invoiceso Serve as primary interface with local law enforcement agencies in support of shipyard operationso Oversee and monitor compliance with 33 CFR 105 maritime security requirementso Conduct investigations in support of HR and Safety, as requiredRequirements:QUALIFICATIONSTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.· U.S. citizenship required· Successful candidate must be eligible to obtain and maintain a personnel security clearance subsequent to a U.S. Government personnel security background investigation· Bachelor’s degree plus 3 years of direct industrial security experience; Associate’s Degree plus 5 years of direct industrial security experience; or High School diploma plus 7 years of direct industrial security experience· 5+ years of direct personnel supervisionSkills and Competencies:· Must have ability to maintain confidentiality· Must have the ability to maintain a professional demeanor· Positive attitude necessary as the position requires frequent interaction with other individuals· Patient listening skills· Ability to foster a cooperative work environment· Ability to troubleshoot and problem solve· Ability to walk areas of the facility· Technical aptitude in learning the use of the various security operating software applications· Must have competency in Microsoft Office Suite (Word, Excel, PowerPoint)· Must have strong organizational and time management skills· Must have effective written and verbal communication skills
