Oversee and supervise the County's procurement staff, ensuring that the purchases of goods and services are in compliance with the Pinal County Procurement Code. This includes more complex analysis and greater responsibility in the oversight of purchasing and procurement and related functions within the Office of Budget and Finance. Supervise assigned staff, and assist departments with critical and complex purchasing issues.Example of DutiesWork in this classification requires an individual to be able to perform the essential job functions satisfactorily.   • Supervise, develop and regularly meet with procurement staff to, plan, prioritize, and assign tasks and projects, train, establish goals, monitor work, and evaluate performance.
  • Develop training materials and conduct procurement system training for the Finance department and County staff.
  • Supervise and review solicitations and contracts to ensure compliance and identify opportunities for improvement.
  • Assist Procurement Officers with negotiations with suppliers on proposals, contracts and contract claims.
  • Assist the Purchasing Manager with establishing or updating standard contract clauses for use in contracts, solicitations, and purchase orders.
  • Assist in establishing, updating and supervising a contract administration system designed to insure that contractors are performing in accordance with the terms and conditions of their contracts.
  • Communicate purchasing policies and procedures to all personnel and interpret said policies and procedures as necessary.
  • Prepare and maintain accurate records and documentation on all staff activities.
  • Respond to requests for information and resolve them by researching files and records, and coordinating activities with other departments and referring matters requiring policy resolution to Director for resolution.
  • Recommend, and implement compliance of policies and procedures within the Procurement division.
  • To promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation.
  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Perform other related duties as required.
Minimum RequirementsMINIMUM REQUIREMENTS TO PERFORM WORK:
  • Bachelor's degree in Supply Chain Management, Business or Public Administration, or related field.
  • Four (4) years of supply chain/purchasing experience.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
  • Professional certification as a Certified Procurement Professional (NIGP-CPP) within four (4) years of hire date.
Supplemental InformationKnowledge, Skills and Abilities:
  • Knowledge of and experience in critical supply chain management tasks and concepts: negotiation planning, negotiations, contract management, requirements definition, forecasting, total cost analysis, stakeholder influencing, logistics, supplier financial analysis, supplier performance monitoring
  • Ability to develop and implement a County-wide procurement strategy and influence departments to participate.
  • Skill in developing and utilizing group performance indicators to track and improve efficiency.
  • Ability to communicate professionally with people at all levels of County organization as well as with external contacts
  • Knowledge of State and Federal laws, statutes, rules, and regulations governing public sector procurement activities.
  • Knowledge of Finance Department and County procurement policies, procedures, and regulations.
  • Knowledge of principles and practices of public sector purchasing and records management.
  • Skill in analyzing procurement issues and developing recommendations for solving problems.
  • Skill in interpreting and applying procurement standards and practices, applicable Federal rules and regulations, and County policies and procedures.
  • Skill in analyzing and interpreting contracts and technical documents.
  • Ability to interpret customer needs and solve difficult customer service issues.
  • Ability to assess and prioritize multiple tasks, projects, and demands.
PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.WORK ENVIRONMENT:
