MOS Code: 15A1W (Air Force), 35F (Army), 001072 (Navy)Education and Experience: A Bachelor's degree or higher in business or public administration, accounting, finance or a related field, and four (4) years of professional experience in budget and fiscal analysis or research and statistical analysis.Licenses and Certificates: None.Under direction, supervise the City's budget development process and provide expert-level knowledge in budget, financial, performance metrics monitoring, and analysis.Supervise the City's annual budget development process. Involves: Supervise development of the budget preparation manual and budget book, determination of a reasonable proposed budget for each department that satisfies the city leadership's budget directives, and detailed review and analysis of departmental staffing table changes and requisitions budget requests. Confer, advise and assist department directors on budgetary issues including staffing expenditure and revenue projections, capital improvements, federal funding, economic trends and funding levels. Provides management with planning and control information by assembling and analyzing historical financial data; identifying trends; providing forecasts; explaining processes and techniques. Develop budgets at the fund level including revenue, expenditures, appropriations and fund balances. Develop current year estimates on departmental expenditures and revenue. Assist in data collection and generation, drafting, editing and proofing the final budget document. Advise supervisor in a timely manner of situations or issues that have or could lead to deviation from expected results, when funds are required from other sources, and recommend appropriate solutions or options.Monitor execution of the approved budget. Involves: Oversee monthly analysis of appropriations, expenditures, revenue and encumbrances at the index and sub-object level, initiate any corrective action to ensure compliance with approved allocations and generate periodic reports. Oversee and perform management research studies, multi-year financial forecasting, and participate in the strategic planning process for the City's future growth and impact on services. Assist in preparation of the annual debt service budget, oversee and reconcile debt proceeds. Monitor grants and special contracts. Assist with year-end closing of financial records, reviewing requisitions, vouchers and other financial documents. Assist in preparation of RFP's as required on financials/insurance or risk management, and with the development of benefit plans and other insurance products.Supervise assigned staff. Involves: Assign, schedule, guide and monitor work. Appraise employee performance and review subordinates appraisals. Provide for training and development. Counsel, motivate and maintain harmony. Identify and resolve staff differences, conflicts and deficiencies. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
