
Contingent Workforce Program Manager

- Serve as the single point of contact for all contingent workforce vendors, ensuring adherence to contractual terms, service-level agreements, and performance metrics.
- Partner with Procurement and Legal on contract negotiations, renewals, and rate card governance.
- Monitor vendor performance and conduct quarterly business reviews to drive accountability and continuous improvement.
- Oversee the intake, approval, and distribution of contingent labor requisitions, ensuring alignment with budget and business priorities.
- Partner with hiring managers to define requirements and recommend sourcing strategies.
- Coordinate with HR, IT, and hiring managers to ensure smooth onboarding, system access provisioning, and training for contingent workers.
- Manage offboarding to ensure asset recovery, system access removal, and knowledge transfer as needed.
- Ensure adherence to worker classification requirements (W-2, 1099, C2C) and mitigate co-employment risks.
- Maintain complete and accurate documentation for contingent workers, including background checks, drug screening, and NDA compliance.
- Support ISO and internal audit readiness.
- Develop and maintain dashboards to track program KPIs for agencies (time-to-fill, spend, headcount, retention, vendor performance)
- Provide regular reporting to leadership on cost savings, vendor utilization, and compliance metrics.
- Identify and implement best practices to improve efficiency, consistency, and scalability of contingent workforce management.
- Collaborate with HRIS and TA teams to automate workflows and enhance the candidate and manager experience.
- Bachelor’s degree in Human Resources, Business Administration, Supply Chain, or related field; equivalent experience will be considered.
- 5+ years of experience in HR operations, talent acquisition, procurement, or vendor management, preferably in a large, multi-site organization.
- Prior experience managing contingent labor programs or MSP/VMS platforms strongly preferred.
- Strong knowledge of contingent workforce models (W-2, 1099, C2C) and related compliance requirements.
- Exceptional project management skills with the ability to manage competing priorities in a fast-paced environment.
- Excellent negotiation, relationship management, and vendor performance management skills.
- Proficient in HRIS/ATS systems (experience with iCIMS preferred) and data reporting tools.
- High attention to detail with a process improvement mindset.
